Chairman of Can Tho directs implementation of cashless payments in the education sector

Can Tho - The Chairman of the City People's Committee assigned relevant agencies and units to coordinate in implementing non-cash payments at educational institutions in the area.

According to the Can Tho City Electronic Information Portal, the Office of the City People's Committee has just issued Official Letter No. 4036/VPUB-KGVX, announcing the direction of the Chairman of the City People's Committee regarding the implementation of Official Letter No. 6646/BGDDT-KHTC of the Ministry of Education and Training (MOET) on promoting non-cash payments.

The Chairman of the City People's Committee assigned the Department of Education and Training to preside over and coordinate with the city's departments, branches, sectors, People's Committees of communes, wards and related units to organize the implementation of non-cash payments at educational institutions in the area according to the instructions of the Ministry of Education and Training. At the same time, the Department of Education and Training is responsible for synthesizing the implementation situation and reporting to the Ministry of Education and Training and the City People's Committee before October 30, 2025.

In Official Dispatch No. 6646/BGDDT-KHTC dated October 20, 2025, the Ministry of Education and Training requested ministries, branches, localities and educational institutions to implement the Prime Minister's Official Dispatch on promoting cashless payments. At the same time, continue to implement the Ministry's Official Dispatch on instructions on tuition collection by non-cash payment method.

According to the instructions, educational institutions need to urgently coordinate with credit institutions and payment intermediaries to implement tuition, admission fees and other revenues in the form of non-cash; fully equip payment means, integrate payment modules in school management software, unify payment information models according to regulations.

For personal payment expenses such as salaries, scholarships, subsidies, etc., facilities must transfer money through state treasury or commercial banks. Cash payments need to be minimized and strictly controlled according to regulations.
