On August 14, information from the Nghe An Department of Education and Training (DET) said that it had just issued document 2256 guiding the organization of 2 sessions/day teaching for secondary schools in the 2025-2026 school year, requiring localities and schools to develop specific plans, suitable to actual conditions, ensuring efficiency and not causing overload for students.
According to the plan, the People's Committees of communes and wards are responsible for directing junior high schools and high schools in the area to implement according to the instructions of the Ministry and the Department of Education and Training; organize propaganda so that parents and the community clearly understand the goals and create consensus.
Localities need to arrange teachers to teach in inter-schools to overcome local surplus and shortage, especially at the secondary school level; invest in and increase facilities and teaching equipment; deploy a mechanism to support lunch for students in border areas, mountainous areas, and islands when instructed by competent authorities.

In addition, the People's Committees of communes and wards will review and effectively exploit the cultural institutions and surplus facilities after the merger to serve teaching; promote socialization, mobilize organizations and individuals to contribute resources to education.
For secondary and high schools, the Department of Education and Training requires propaganda to teachers, parents, and students to agree on the implementation roadmap; develop a 2-session/day education plan, in which the first session will implement subjects and educational activities according to the 2018 General Education Program; the second session will focus on reviewing and supervising students who have not met requirements, fostering excellent students, preparing for entrance exams to grade 10 and graduating from high school, organizing scientific and technical research, vocational education, experiential activities, STEM/STEAM education, reading culture, life skills, finance, developing digital abilities and artificial intelligence (AI), foreign languages, sports, culture, art... according to students' needs and talents.
Teaching time is minimum 5 days/week, maximum 11 sessions/week; no more than 7 periods, 45 minutes/session per day; flexible arrangement in the morning or afternoon, not fixed in the first session as morning and the second session as afternoon. The plan, content and timetable must be made public so that parents and students can understand.
Regarding the conditions for ensuring, schools must review and arrange teachers with suitable expertise; contract teachers or invite experts, artisans, and athletes to participate in teaching experiential and talented activities; make the most of existing facilities; arrange multi-purpose classrooms for use in many activities; balance the budget, propose superiors to support funding and mobilize socialized resources. For qualified schools, it is necessary to develop a lunch and lunch plan to ensure safety, nutrition and health for students.
Prof. Dr. Thai Van Thanh - Director of Nghe An Department of Education and Training emphasized that the organization of teaching and learning 2 sessions/day must be carried out seriously, scientifically, in accordance with the conditions of each locality and educational institution and ensure the goal of improving the quality of comprehensive education.
