Striving to 2030, 100% of Hung Yen teachers meet training standards

Hung Yen - On April 22, the Department of Education and Training reported on draft plans on developing the teaching staff and improving the training level of teachers.

According to the report, the draft Plan for developing the team of teachers and educational administrators in the period 2025 - 2030, with a vision to 2045, sets the goal of building a team in the direction of "standardization - modernization - international integration", ensuring sufficient quantity, synchronous structure, and improving quality. Striving to 2030, 100% of teachers meet training standards, increasing the proportion above standards; management administrators are trained in modern management capacity and digital transformation; teachers improve their foreign language and information technology skills.

The draft proposes groups of solutions such as reviewing and planning staff; innovating recruitment and use; strengthening training and fostering; attracting and rewarding talents; improving the quality of inspection and evaluation and promoting digital transformation.

Regarding the draft Plan to improve the standard training level of teachers in the period 2026 - 2030, the goal is to ensure that 100% of preschool teachers reach college level or higher; 100% of primary and secondary school teachers reach bachelor's level.

It is expected that the whole province will have 599 teachers participating in upgrading training, including 427 preschool teachers, 121 primary school teachers and 51 secondary school teachers. In 2026 alone, it is expected to send 405 teachers to participate in training in the form of assigning tasks or ordering, ensuring that it does not affect teaching work.

The drafts require publicity and transparency in selecting subjects; ensuring regimes and policies for teachers; and at the same time strengthening inspection and supervision of training quality, arranging a reasonable team, and not letting teacher shortages occur.

At the meeting, delegates discussed and gave opinions on goals, targets, roadmaps, implementation methods and resources to ensure feasibility.

Concluding the conference, Vice Chairman of the Provincial People's Committee Pham Van Nghiem requested the Department of Education and Training to receive and complete the drafts. At the same time, it requested a comprehensive assessment of the period 2020 - 2025, clarifying the results, shortcomings, and causes; building a plan for the period 2025 - 2030 suitable to reality, clearly defining the roadmap and tasks of each locality in the direction of strengthening decentralization and delegation of power.

The education sector is requested to review relevant projects to determine appropriate standards, and at the same time assess the training capacity of colleges and universities in the area to proactively manage human resources. Regarding the staff development plan, it is necessary to assess the specific situation, especially management staff; define clear and realistic goals, with synchronous and feasible solutions.
