According to the Can Tho City Electronic Information Portal, implementing the direction of the Ministry of Education and Training (MOET) on guiding the arrangement and organization of preschools, general education and continuing education institutions in accordance with the 2-level local government model, the Chairman of the Can Tho City People's Committee issued Official Letter No. 1664/UBND-KGVX, assigning the Director of the DET to preside over and coordinate with departments, branches, People's Committees of communes, wards and related educational institutions to organize the implementation of the contents of the Ministry of Education and Training.
The implementation must closely follow the principles and requirements of the Central guidelines and based on local practical conditions to advise the City People's Committee to consider and decide on issues under its authority, ensuring consistency, efficiency, and in line with the city's development orientation.
The work of arranging the network of educational institutions aims to ensure a reasonable scale, improve the quality of education, enhance the effectiveness of state management, and effectively use resources in terms of facilities, finance and teaching staff. At the same time, ensure the right to education for children, students, and trainees, especially in remote areas, disadvantaged areas, ethnic minority areas, mountainous areas, border areas, islands, and areas with industrial parks.
The implementation process must comply with the principles of not overlapping functions, not missing tasks; not reducing access to education; not merging kindergartens with general schools, or continuing education institutions with general schools; ensuring democracy, publicity and transparency in the implementation process.
Based on the guidance and direction of the Ministry of Education and Training, the City People's Committee requires relevant units to strictly implement the regulations, promptly report difficulties and problems arising during the implementation process for guidance on handling.
