The education sector has issued guidelines on the arrangement and merger of kindergartens, primary schools, and high schools to suit local authorities at both levels.

Only merge kindergartens and general schools within 1 commune

The Ministry of Education and Training has just issued Official Letter 6165/BGDDT-GDPT guiding the arrangement and reorganization of the network of preschool, general education and continuing education institutions in accordance with local authorities at both levels.

In particular, for preschool and general education institutions, the Ministry requires the merger of schools and school locations within a commune-level administrative unit; prioritize the retention of schools with favorable conditions (facilities, transportation, concentrated residents); dissolve individual schools that do not meet the minimum facilities standards.

Education institutions subject to the merger must be fully prepared with facilities at the main school.

The conversion of land use purposes and facilities at the relocated schools must comply with the provisions of law and ensure effective use.

The Ministry also requires ensuring that each commune-level administrative unit has at least one kindergarten, one primary school and one secondary school.

In special cases, high schools can have many levels of education, but separate areas must be arranged for each level of education, ensuring teaching conditions.

Priority is given to high school models with many levels of education ( basics and secondary schools) in sparsely populated areas or areas with difficult travel conditions.

At the same time, consider merging kindergartens and primary schools with small scale and below standards in the same commune-level area according to a suitable roadmap.

Reviewing and transferring teachers from places with surplus to places with shortage

In parallel with reviewing and rearranging general schools, managing and using teacher staff is also an important issue that needs to be implemented.

The Ministry of Home Affairs previously issued Official Letter No. 8479/BNV-TCBC on the management and use of teacher payroll at general schools and kindergartens, in which it directed the arrangement of educational units, transfer and recruitment of teachers...

Accordingly, the Ministry of Home Affairs requires reviewing and transferring teachers from places with surplus to places with shortage, and at the same time studying support policies for teachers subject to transfer, especially those working in remote areas, areas with difficult economic conditions, inconvenient transportation... and committing to receive them after the transfer period expires if teachers have a need.

Implement orders and assign tasks to public preschools and general education institutions in areas with conditions for socialization, socio-economic development, and densely populated industrial parks to increase the number of public educational institutions implementing autonomy, increase the number of employees receiving salaries from career revenue sources, reduce the number of employees receiving salaries from the state budget, and promptly overcome the current situation of teacher shortages and surplus, ensuring timely overcoming the current situation of under-reported teachers.

In case the teacher staff is not enough to meet teaching needs, it is recommended that localities base on the provisions of Decree No. 111/2022/ND-CP of the Government on contracts for some types of work in administrative agencies and public service units to sign labor contracts for professional and technical work at local public educational institutions, ensuring that they are suitable for actual needs.

The Ministry of Home Affairs requests that provinces synthesize the need for the establishment of the education sector according to instructions, send to the Ministry of Education and Training and send to the Ministry of Home Affairs for synthesis and reporting to competent authorities for consideration according to regulations.
