Synchronous infrastructure - Driving force for sustainable development
Building a new rural area is not only about completing the set criteria, but also aims to improve the economic, cultural and social life of the people. Right from the implementation, Hoa Binh city has identified this as a key, comprehensive task, requiring the cooperation of the entire political system and people. The city government has issued many specific action plans, effectively mobilizing resources from the state budget, socialized capital sources and voluntary contributions from the people.
Propaganda work has been promoted, with thousands of meetings and thematic conferences to raise people's awareness of the benefits of the program. Thanks to that, they have proactively participated in infrastructure construction activities, environmental protection and economic development.

One of the typical examples is Can hamlet, Doc Lap commune - the only particularly disadvantaged commune in the city. Previously, people here had to travel on the only road, muddy in the rainy season and dusty in the dry season. When the NTM construction program was implemented, 30 households voluntarily donated land to widen the road from 2m to 5m, creating favorable conditions for travel and economic development.
Mr. Dinh Van Bay, a pioneer household donating land, shared: "With a new road, my family opened a grocery store, increasing income. The village roads, schools, and health stations are invested in spaciousness, and the people are very excited."
Outstanding achievements and future orientation
After more than 10 years of implementation (2011-2024), the NTM program in Hoa Binh city has achieved many remarkable achievements. All communes in the area have met the NTM standards, including many communes that have met the advanced NTM standards. The transport infrastructure system has been strongly improved, with nearly 95% of village roads and alleys being concreted, making it convenient for travel and transporting goods.
In particular, the poverty rate has decreased rapidly, from 7.8% (in 2015) to below 1.5% by the end of 2024. Many effective production models such as cage fish farming according to VietGAP standards and safe vegetable growing of Doc Lap Cooperative have helped increase people's income.
Not only developing the economy, the city also focuses on culture - society. Movements such as "All people unite to build a cultural life in residential areas" and "Green Sunday" were widely implemented, attracting a large number of people to participate. Traditional festivals are preserved and promoted, contributing to preserving national cultural identity. The school system has been upgraded, helping to increase the rate of students meeting educational standards.

Through effective propaganda work, people participate not only with resources but also with creativity, contributing to improving the quality of the criteria. At the same time, the leadership role of Party committees and authorities is clearly demonstrated in providing policies and solutions suitable to local realities. The intimacy and determination of the staff have created great confidence and motivation for the entire people. At the same time, it is necessary to mention the harmonious combination of the state budget and the contribution of socialization to help the city optimize resources, ensure progress and quality of the project.
According to the Chairman of the People's Committee of Hoa Binh City, completing the goal of building a new rural area is an important milestone in the development journey of the locality. This is both the goal and the beginning of a journey of tireless efforts, for the city to continue to reach out, affirming its position in the new era.
