On October 21, speaking with a reporter from Lao Dong Newspaper, Lieutenant Colonel Dinh Cao Quang - Head of the Traffic Police Division of Quang Binh Province said that since the beginning of the year, no officers, civil servants, public employees and soldiers in the armed forces have been found to have violated regulations on driving vehicles with alcohol concentration.
The provincial Traffic Police Department is still increasing patrols and handling the issue of alcohol concentration control in the area.
Regarding the above issue, the People's Committee of Quang Binh province has just issued a plan to implement Directive No. 35 dated September 17, 2024 of the Prime Minister on handling cadres, civil servants, public employees and soldiers in the armed forces who violate regulations on driving vehicles with alcohol concentration.
The plan requires officers and soldiers to be exemplary, pioneers, and leaders in complying with traffic laws. The handling of violations of traffic safety laws must be objective, in accordance with regulations, without restricted areas, without exceptions; and strict disciplinary action must be taken against cases of alcohol concentration violations and non-cooperation with authorities.
For police forces on duty, if officers and soldiers violate alcohol concentration while driving a vehicle and do not cooperate in handling the violation, they must be notified to the agency or unit managing the officer for consideration and handling in accordance with regulations.
The Military Command and the Provincial Border Guard Command organize to thoroughly grasp and discipline officers and soldiers. Coordinate with relevant agencies to investigate and strictly handle traffic accidents related to alcohol concentration caused by people and vehicles managed by the military.
Strictly handle the responsibilities of the heads of agencies and units directly employing officers and soldiers who have many violations of alcohol concentration, do not comply with orders and requests of law enforcement forces, or do not strictly or promptly handle officers and soldiers who have violations under their management authority.
Strengthen inspection, examination and supervision, including supervision by the people, on the compliance with discipline and order when participating in traffic for officers and soldiers in state administrative agencies, public service units and armed forces units.
