Voters reflected that the implementation of support for food expenses and transportation costs for referral patients according to Decision No. 2151/QD-UBND dated July 9, 2014 of the People's Committee of Quang Nam province (old) is a practical and timely policy for poor patients, ethnic minorities, areas with special difficulties and seriously ill patients during medical examination and treatment.
Voters recommended that Da Nang City consider continuing to maintain the implementation of this policy.
Responding to the above content, the Da Nang Department of Health said that Decision No. 2151/QD-UBND dated July 9, 2014 of the People's Committee of Quang Nam province (old) stipulates the regime for supporting medical examination and treatment costs according to Decision 14/2012/QD-TTg dated March 1, 2012 of the Prime Minister in Quang Nam province ( poor Examination and Treatment Fund).
Accordingly, the Decision stipulates the support for medical examination and treatment for the poor and people facing sudden difficulties due to serious illnesses and serious illnesses according to Decision No. 139/2002/QD-TTg and Decision No. 14/2012/QD-TTg dated March 1, 2012.
However, on July 24, 2023, the People's Committee of Quang Nam province (old) issued Official Letter No. 4817/UBNDKGVX regarding the operation of the Provincial Fund for the Treatment of Poor in the coming time "From January 1, 2024, the provincial budget will not allocate an estimate for the Fund for the Treatment of Poor (according to the provisions of law)".
According to the Law on Medical Examination and Treatment, the Medical Examination and Treatment Support Fund is a social fund or charity fund established by medical examination and treatment facilities from funding and aid from organizations and individuals, funding sources of medical examination and treatment facilities (if any) and other funding sources according to the provisions of law.
On the other hand, according to the 2015 State Budget Law, the State budget does not support operating expenses for State financial funds outside the budget (Clause 11, Article 8).
In recent years, the financial resources of the Quang Nam Province Fund for Medical Examination and Treatment for the Poor have come from the state budget (State Finance Fund), and contributions from domestic and foreign organizations and individuals have not been mobilized.
The Da Nang Department of Health accepted and recorded the opinions of voters. Currently, regarding the regime and policies for the people, the Da Nang Department of Health is reviewing to propose to ensure compliance with regulations, in order to best implement the social security policy for the people but still ensure current regulations.
