Can Tho issues Directive to tighten management and stabilize prices of construction materials

Leaders of Can Tho City People's Committee requested to tighten management, stabilize construction material prices, prevent speculation, and ensure project progress.

Vice Chairman of Can Tho City People's Committee Vuong Quoc Nam has just signed and issued a Directive on strengthening solutions to manage and stabilize construction material prices in the area.

According to the City People's Committee, recently, the prices of many types of building materials such as sand, gravel, stone, bricks, filling materials... have increased abnormally, directly affecting investment costs and construction progress of projects. The main reasons stem from supply and demand fluctuations, slow licensing of exploitation, along with speculation, hoarding, price pushing, and even signs of market manipulation.

To promptly rectify and control the market and ensure the progress of key projects, people's livelihoods, and housing projects, the Chairman of Can Tho City People's Committee requested departments, branches, localities and related organizations and individuals to synchronously implement management solutions.

Accordingly, agencies, units, and localities must strengthen inspection and supervision, closely monitor market developments; promptly handle issues beyond their authority and report to competent authorities for issues beyond their authority. Strictly control the declaration and listing of prices, ensure publicity and transparency of information, and prevent speculation and price inflation.

The updating and announcement of construction material prices and construction price indexes must be close to the actual market. For items with abnormal fluctuations, announce them periodically every month or earlier when necessary; urgent cases must be handled promptly.

The city also requires prioritizing ensuring material sources to serve important and key national projects, projects that need to be completed soon, and urgent civil works.

The Department of Agriculture and Environment is responsible for providing complete information about mineral mines; reviewing the reserves of licensed conventional construction material mines, advising on increasing exploitation capacity when conditions are met; and at the same time strengthening inspection and handling of violations in exploitation, transportation, business and advising the City People's Committee in this field.

The Department of Industry and Trade shall take the lead in inspecting the circulation and distribution of construction materials, promptly detecting and handling acts of speculation, price manipulation, and illegal business.

The Department of Construction is assigned to urgently review and assess the demand for construction materials in the area, ensure supply-demand balance, and promptly handle local shortages.

The Department of Finance coordinates with the Department of Construction in price management, inspection of declaration, listing and compliance with the law on construction material prices.

Chairman of Can Tho City People's Committee requests heads of agencies and units; Chairmen of Commune and Ward People's Committees and related organizations and individuals to seriously implement the Directive, and be fully responsible for the implementation results before the City People's Committee.
