Information bridge for people
Despite many policies on resource management and environmental protection, in reality, people in remote areas of Quang Binh province still have many difficulties in accessing information related to land, environment, and forestry. This situation leads to many consequences such as lack of understanding of the rights and obligations of the people, arising disputes, prolonged complaints or violating legal regulations.
Faced with this situation, the People's Committee of Quang Binh province has approved the Project "Enhancing access to information through digital transformation in sustainable management of natural resources and environmental protection", implemented from July 2024 to October 2026. With a funding source of more than 160,000 Euros from stichting Oxfam NOVIB, the project is expected to significantly improve people's access to information, especially vulnerable groups such as women, ethnic minorities and people with disabilities.
One of the key solutions of the project is to standardize the electronic information page system from the commune to the provincial level. Localities will be guided to build a "ards to information" section, integrated into the province's shared software system to promptly update policies and legal documents related to resources, environment, and land.
This is an important step to ensure transparent information, easy to look up, limiting the situation of information being "locked" in management agencies.
The project also organizes many training sessions for commune-level cadres in localities such as Xuan Trach, Phu Dinh, Phong Nha... to improve skills in operating information pages, processing data, and protecting personal information. At the same time, each commune will be supported with equipment such as computers, sweepers, loudspeakers, etc. to serve information work.

In addition to digital channels, the project organizes many traditional forms of communication such as basic radio, leaflets, legal handbooks, and video instructions to widely disseminate regulations on the Land Law, Environmental Protection Law, and Forestry Law. The beneficiaries are people in remote areas, lacking technical equipment or not used to using the internet.
Notably, "community core" groups with about 30 members will be established and trained to support people in accessing information. This is considered a bridge between the government and the people, especially when many people are still hesitant and do not know where to start when they want to ask for information about land and resources.
Mr. Tran Diem Phuc - Deputy Director of the Center for Information Technology and Communications - Project Director said that increasing access to information will help people not only clearly understand their rights but also be more proactive in protecting local resources and the environment. "When people understand and improve transparency, the effectiveness of state management will also be better," said the Center representative.
From the pilot results, Quang Binh province will synthesize and propose policy adjustments at the macro level, perfecting the legal framework on information access and environmental resource management. Thereby, aiming to build a digital government close to the people, public, transparent and promote sustainable development for the whole province.
