The three defendants include: Vuong Van Cuong (born in 2003), Vi Van Duy (born in 2000) and Vi Van Ha (born in 2007), all residing in Luc Ngan district, Bac Giang province.
According to the indictment, at around 8:00 p.m. on December 18, 2024, at a rented room in Vi Khe village, Lien Vi commune, Quang Yen town, three subjects including Cuong, Duy and Ha (at that time, Ha was only 17 years, 10 months and 25 days old) organized illegal drug use.
All three are friends known outside of society, all working as workers at a construction site in Bac Tien Phong Industrial Park, Quang Yen Town.
On the evening of December 18, 2024, when Duy and Ha were in the attic, Cuong in the lower room said: "Put out the things in the notebook to play".
Ha took Cuong's notebook under his knee and opened it and found a yellow paper package containing a heroin bag.
After that, the three took turns playing heroin on a piece of silver foil with lighters and used it.
After finishing, Ha threw the silver foil into the hospital tank and discharged the water to destroy the evidence.
At around 8:30 p.m. on December 19, 2024, Quang Yen Town Police conducted an administrative inspection at the rented room and discovered all three subjects positive for drugs through a quick urine test.
The authorities also seized a red book and a red lighter on the attic - items related to drug use.
At the investigation agency, the defendants confessed to their crimes. Vuong Van Cuong confessed to buying a heroin package for 200,000 VND from a man of unknown origin in Tang Tien commune, Viet Yen district, Bac Giang province on the morning of December 18, 2024 and brought it back to hide in a notebook to use with his friend.
On the afternoon of May 9, 2025, the Trial Council sentenced defendant Vuong Van Cuong to 7 years and 6 months in prison; Vi Van Duy to 7 years in prison; Vi Van Ha to 4 years in prison for the crime of "Organizing illegal use of drugs" as prescribed in Point b, c, Clause 2, Article 255 of the Penal Code.
