On April 17, Can Tho City Police said that at around 00:30 on April 17, Thoi Binh Ward Police (Ninh Kieu District) caught Phan Van Xiem (born in 1984, My Hoa Commune, Binh Tan District, Vinh Long Province) red-handed while using electric pulses to catch fish on Cai Khe Canal, the embankment of Hoang Van Thu Street.

At the scene, the police seized a composite case, 1 battery, 1 transformator, 1 fishing racket with electric wires and about 5kg of fish of all kinds. The subject admitted to using electric shock devices to catch fish.
According to Can Tho City Police, the use of electric pulses to catch fish is a serious violation of the law, causing destruction of aquatic resources and the natural ecosystem.
Violators will be subject to an administrative fine of VND6 million to VND10 million and all exhibits and means of violation will be confiscated. If the act constitutes a crime, the violator may be prosecuted with a prison term of 6 months to 3 years, or a fine of up to 300 million VND.
Currently, the authorities are consolidating the case file to strictly handle it according to the provisions of the law. Previously, Ninh Kieu District Police also prosecuted a similar case.
Can Tho City Police recommend that people do not use electrical pulses, explosives, or chemicals to catch aquatic products. This is a dangerous act, violating the law, causing the risk of accidents and depleting natural resources.
