Hai Duong - The Provincial People's Committee issued a Decision approving the Department, Branch and Locality Competitiveness Index (DDCI) of Hai Duong province.

The Department, Sector and Local Competitiveness Index (DDCI) of Hai Duong province includes 2 indexes: Department, Sector and Local Competitiveness Index and District, City and Town Competitiveness Index.

In which, the index assessing the competitiveness of departments, branches and sectors includes 9 component indexes, each component index includes constituent indicators, including: Implementation of administrative procedures includes 5 indicators; Transparency and application of information technology includes 7 indicators; Dynamism and pioneering of departments, branches and sectors includes 8 indicators; Time costs include 6 indicators; Informal costs include 4 indicators; Equal competition includes 5 indicators; Support for production and business includes 6 indicators; Institutional effectiveness includes 5 indicators; Green and sustainable growth includes 3 indicators.

For the index assessing the competitiveness of districts, cities and towns, there are 10 component indexes, each component index includes the following constituent indicators: Implementation of administrative procedures including 15 indicators; Information transparency, application of information technology and digital transformation including 9 indicators; Dynamism and pioneering of local authorities including 8 indicators; Time costs including 6 indicators; Informal costs including 4 indicators; Fair competition including 5 indicators; Support for production and business including 7 indicators; Institutional effectiveness and security and order including 7 indicators; Access to land including 5 indicators; Green and sustainable growth including 3 indicators.

The People's Committee of Hai Duong province assigned the Department of Planning and Investment, based on the approved DDCI index set, to advise the Provincial People's Committee to decide on organizing the investigation, survey and evaluation of the DDCI ranking in 2024 in accordance with the actual situation of Hai Duong province.
