Hai Phong City Chairman directs drastic land clearance and coercion if necessary

Hai Phong - April 1st, Chairman of the City People's Committee Le Ngoc Chau chaired the regular meeting in March 2026.

At the meeting, delegates listened to reports on the socio-economic situation in the first quarter. Accordingly, the city recorded strong recovery with 11/12 key targets reaching and exceeding the growth scenario, especially the event of establishing Hai Phong Special Economic Zone with a scale of 5,300 ha according to Decision No. 288/QD-TTg of the Prime Minister.

The Department of Construction has presented a report on the plan to relocate residents in combination with urban embellishment, renovation, and reconstruction of old and degraded apartment buildings in the area, closely following the latest regulations of the 2023 Housing Law and related Decrees of the Government to ensure safety and rights for people.

Delegates also focused on discussing and deeply analyzing the shortcomings and limitations that are "bottleneck" for development. City leaders requested the Project Management Boards to explain and clarify the causes of the shortage of manpower and machinery at some key construction sites such as the Kim Xuyen intersection project on National Highway 5 and the Van Bridge access road project.

The conference frankly acknowledged the objective difficulties from the increase in raw material prices, especially gasoline and oil, along with the huge volume of site clearance work at residential area projects, urban areas and industrial park and cluster infrastructure, directly putting pressure on the disbursement progress of public investment capital of the city in the first months of the year.

Concluding, Chairman of the City People's Committee Le Ngoc Chau requested the entire political system to focus highly on successfully implementing the GRDP growth target of Q2 reaching 13.85% and state budget revenue striving to reach 37,454.73 billion VND. The Chairman of the City People's Committee requested units and localities to perform tasks in the spirit of "6 clarities" including clear people, clear tasks, clear time, clear responsibilities, clear products and clear authority; absolutely not shirking or evading responsibility.

Localities must drastically implement site clearance work, resolutely apply coercive measures if necessary to promptly hand over construction sites for public investment projects, land lease projects and industrial cluster infrastructure. At the same time, units must regularly update progress and problems on the city's management software system to serve practical operations.

In the field of culture, the Chairman of the City People's Committee assigned the Department of Culture, Sports and Tourism to prepare most thoroughly for the Red Flamboyant Flower Festival - Hai Phong 2026, the Final Round of Miss Vietnam 2026 and plans to serve the sea tourism season, ensuring Hai Phong continues to be a safe, attractive and vibrant destination during the upcoming holidays.
