The Chairman of the Hai Phong City People's Committee requested the City Police to urgently advise the City Party Committee and the City People's Committee to issue a Resolution of the City Party Executive Committee and a Project of the City People's Committee on "Building Hai Phong into a Drug-free City", replacing Resolution No. 18-NQ/TU dated February 26, 2025 and Project No. 05/DA-UBND dated June 11, 2025.
The People's Committees of communes, wards and special zones urgently issue plans to build "communes, wards and special zones free of drugs" according to the General Project, with comprehensive solutions suitable to the local situation, with specific goals, roadmaps and solutions for each residential group, village and hamlet; attaching responsibility to the head. In particular, in 2025, strive to have 30% of commune-level administrative units drug-free and by 2030, reach 60%, exceeding the target assigned by the National Assembly in Resolution No. 163/2024/QH15 (50%).
The city focuses on reducing the "demand" for drugs by promoting communication, building a movement "All people participate in drug prevention and control" with the message "each person is a soldier, each family is a fortress". People actively condemn and denounce drug crimes and evils.
The City Police Department deploys Plan No. 483/KH-BCA-C04 on general review and management of drug addicts and illegal drug users and elimination of complex drug points. All levels, sectors, unions, residential groups, and residential areas closely coordinate with the police force in reviewing, managing, taking people to drug rehabilitation, strictly handling violations, and launching a movement to commit not to let drugs penetrate.
At the same time, synchronously implement vocational training policies, preferential credit, support people after drug rehabilitation to integrate into the community, ensure sustainable drug rehabilitation and limit relapse.
Departments, branches and localities, based on their functions and tasks, advise on budget balance, resource allocation, infrastructure, and application of science and technology to serve drug prevention and control. In particular, urgently complete the procedures for handing over public drug rehabilitation facilities to national defense and security land to the City Police; prioritize funding for upgrading and repairing drug rehabilitation facilities that meet standards, applying modern technology in management and treatment. In addition, propose policies to attract investment, encourage organizations and businesses to participate in career guidance, vocational training, and job creation for addicts and post-residence people.
The Department of Health coordinates with the City Police to strictly manage people treating drug addicts with replacement drugs, ensuring human resources, facilities and treatment quality. Along with that, strengthen inspection, supervision, and maintenance of security and order at facilities, do not allow the emergence of drug trafficking, organization, or possession points; review, upgrade, and expand treatment facilities that are qualified to implement drug rehabilitation in families and communities.
Heads of departments, branches, agencies, units and localities strictly implement Conclusion No. 132-KL/TW of the Politburo, ensuring that heads directly lead, inspect and evaluate drug prevention and control work; take responsibility and be disciplined if the drug situation is complicated in the area and field under their charge.
Units promptly reward and commend collectives and individuals for their creative and effective ways in "reducing demand" and "reducing supply" of drugs. On the other hand, tighten the management of cadres; prevent, detect, and strictly handle party members, cadres, civil servants, public employees, and workers who violate drug laws; regularly review suspects, resolutely not allow drugs to penetrate state agencies and educational institutions.
