Due to the lack of understanding the handling process of the authorities, many people have fallen into traps and their property has been appropriated. The method of these subjects often calls people to inform them that they have violated traffic fines, inform them of the violation and inform them that they will go to their homes to send the fine.
It is worth noting that the exact name and license plate of the car, making people more confident in the authenticity of the notice. When people said they were not at home and asked Shipper to deliver a fine to relatives, who claimed to be shipper required to pay in advance the shipping fee through the account number.
Or the subjects will call to instruct on updating the VNeID application to integrate information on fines and send the victim a link. If the victim clicks on the submitted link, all information on the device will be completely tracked such as password, OTP code, PIN code... to take access rights to take over the account.
Ha Nam Provincial Police recommend that when receiving strange calls with suspicious signs, people should be vigilant, not transfer money, do not provide all information, do not access strange links and do not follow any requests from strangers.
In particular, the Police Agency does not work with people via phone or social networks. When it is necessary to work, the police will send a written notice to the vehicle owner's address according to the registration in the form of official delivery.
According to Circular No. 32/2023/TT-BCA of the Ministry of Public Security, the case of "cold penalties" violations shall be sent to request the owner of the vehicle, organizations and individuals involved in making a record of handling administrative violations to the police office. The forms of calling or delivering a penalty via shipper are all fake. People can distinguish the notice of cold penalties by checking the seal, signature on paper and contacting the phone number of the issuing agency for comparison.
