Accordingly, people can come to do procedures at one of two locations: Hoa Binh Provincial Public Administration Center (address 487 Tran Hung Dao, Phuong Lam Ward, Hoa Binh City) or the citizen reception department of the Traffic Police Department of Hoa Binh Provincial Police (address: Provincial Police headquarters, Chi Lang Street, Phuong Lam Ward, Hoa Binh City).
The issuance, renewal and re-issuance of driving licenses are carried out quickly and conveniently, creating conditions for people when needed. When coming to do the procedures, people need to bring relevant documents and follow the instructions of the authorities.

Previously, implementing Conclusion No. 121-KL/TW dated January 24, 2025 of the Party Central Committee, the Central Public Security Party Committee directed functional units under the Ministry of Public Security to proactively receive state management tasks on testing and issuing driving licenses from the Ministry of Transport.
Administrative procedures for granting and exchanging driving licenses will not change when transferred between the Ministry of Transport and the Ministry of Public Security.
