Implementing the direction of the Ministry of Public Security and the Director of Ninh Binh Provincial Police Department on launching a peak period to ensure traffic safety and order for school-age children in the area, the Traffic Police of Ninh Binh City Police Department has coordinated with departments, branches, unions, and educational institutions in the area to focus on promoting propaganda, dissemination, and education of laws on traffic safety and order. At the same time, many measures have been deployed to patrol and handle violations among school-age children.
Major Truong Minh Khoi - Captain of the Traffic Police and Order Team of Ninh Binh City Police - said that Ninh Binh City Police has assigned nearly 200 officers and soldiers to perform the task of commanding, controlling, guiding traffic, and preventing congestion at key traffic checkpoints and school gates at risk of congestion during rush hours and bad weather days, to prevent traffic congestion.
At the same time, 75 patrol and control teams with 460 officers and soldiers were arranged to carry out patrol, control and handle administrative violations of traffic safety and order in Ninh Binh city.
As a result, from October 1 to October 31, the Traffic Police of Ninh Binh City Police handled 487 violations, detained 122 vehicles (including 42 motorbikes and 80 motorbikes), fined nearly 200 million VND and issued warnings to 144 cases.
Of these, there were 104 cases of not wearing helmets, 70 cases of stopping and parking in violation of regulations, 27 cases of driving in the wrong direction, 18 cases of traffic light violations and failure to obey traffic signs, 102 cases of people aged 14-16 driving motorbikes, 343 cases of people aged 16 to under 18 driving motorbikes, and 99 cases of handing over vehicles to people who were not qualified to drive the vehicle.
According to Major Khoi, in the process of handling violations, notices were sent to 303 cases to schools. The remaining cases are being verified to send notices to schools according to regulations.
"In particular, we also coordinated with the Department of Education and Training of Ninh Binh province to establish a surprise inspection team to ensure traffic safety and order for students at 6 high schools in the area. During the actual inspection at the student parking lot, 524 motorbikes, motorbikes, and electric motorbikes were discovered violating the age limit for driving vehicles. The inspection team made a record and handed it over to the school for verification and appropriate management and education measures to prevent students from re-offending," said Major Truong Minh Khoi.
