According to Official Dispatch No. 12 of the Chairman of Ha Tinh Provincial People's Committee, from August 18 to 19, Ha Tinh will have moderate rain, heavy rain, very heavy rain in some places and thunderstorms, common rainfall of 50-100 mm, in some places over 150 mm.
From August 19 to 21, rain will continue to occur with a common rainfall of 100-150 mm, in some places over 150 mm. The total rainfall for the whole period is commonly 150-250 mm, in some places over 300 mm.
Heavy rain poses a risk of flooding in low-lying areas and urban areas; floods on rivers, flash floods and landslides in steep slopes. The Chairman of the Provincial People's Committee requested localities to strictly implement the "4 on-site" motto, absolutely not to be negligent or interrupt in directing and responding to natural disasters.
People's Committees of communes and wards are required to review areas at risk of unsafety, be ready to evacuate people, especially the elderly, children and vulnerable groups in areas along rivers, streams, low-lying areas, places at risk of flash floods and landslides. Localities must inspect and handle obstacles, and clear flows to limit the risk of flooding and flash floods.
At culverts, spillways, ferry terminals, flooded road areas or areas at risk of landslides, functional forces must be arranged to be on duty and guide traffic. When safety is not ensured, resolutely prevent people and vehicles from passing through.
The province also requests inspection and review of dyke and dam safety, especially medium and small reservoirs that are degraded, construction projects and key locations. Construction management units must prepare sufficient manpower, materials, vehicles, organize duty and promptly handle incidents.
Police, Military, and Border Guard forces are required to be ready to support localities in preventing and combating floods, evacuating people and harvesting crops. For the summer-autumn rice area that has ripened, vegetables, aquaculture and seafood that are ready for harvest, the province requests to mobilize forces to support people in harvesting to limit damage.
In particular, at Vung Ang Economic Zone, the Provincial Economic Zone Management Board must coordinate with businesses to review response plans, ensure safety for people, machinery, equipment, materials, works, warehouses and technical infrastructure; be ready to evacuate people and relocate assets when necessary.
The education, health, culture, sports and tourism sectors are also required to deploy plans to ensure safety and limit the impact of natural disasters on opening ceremonies, medical examination and treatment, and tourism. Localities and units must organize 24/24 hour duty shifts and promptly report when situations arise.
