Implementing the Prime Minister's Official Dispatch on ensuring civilized, safe and economical lifestyle in festival activities after the Lunar New Year and the Spring Festival in 2025, the People's Committee of Hai Duong province has issued a document directing departments, branches and localities to seriously implement management and supervision measures.
Departments, branches, sectors, organizations and authorities at all levels in Hai Duong are assigned to strengthen propaganda and mobilize people to comply with legal regulations in organizing and participating in festivals. Inspection and examination work will be stepped up to promptly detect and strictly handle acts of taking advantage of festivals for personal gain, causing negative impacts on community culture.
In particular, businesses and service establishments in festival areas must publicly post prices, sell at the correct listed prices and ensure the quality of products and services. Any acts of soliciting or forcing tourists to pay higher prices or taking advantage of religious beliefs for superstitious activities or gambling will be strictly handled.
The Provincial People's Committee also requires cadres, civil servants and public employees not to organize spring outings or celebrate Tet during working hours, not to attend festivals during working hours and not to use public vehicles for personal purposes at festivals. The use of state budget and public assets for festival activities outside of regulations is also strictly prohibited.
In addition, functional forces are assigned to ensure security and order, traffic safety and fire prevention during the festival. The Fatherland Front and socio-political organizations are requested to actively participate in propaganda and mobilization for the implementation of civilized lifestyles at festival activities.
Hai Duong Provincial People's Committee encourages people, especially officials and party members, to participate in monitoring and promptly reporting violations to authorities and the press to ensure transparency and effectiveness in festival management.
