On May 22, leaders of Hai Duong Provincial People's Committee and Hai Phong City People's Committee had a working session to agree on the implementation of technical infrastructure, application of information technology and digital transformation after the merger of provincial-level administrative units.
Attending the meeting were representatives of relevant departments and branches, along with leaders of telecommunications and information technology enterprises of the two localities. The meeting focused on reviewing and agreeing on the implementation plan for 12 shared application systems to serve digital transformation after the merger.
According to the report of the Department of Science and Technology of the two provinces, the systems reviewed include: Data Center (DC); Smart Monitoring and Operation Center (IOC); Information Security Monitoring System (SOC); Television conference system; Administrative procedure settlement system; Electronic information portal; Application for people; Shared data warehouse; Document and electronic letter management system for public duties; and Provincial Data integration and sharing axis (LGSP).

The two sides agreed to select systems with a modern technology platform, high exploitation efficiency, good integration, large number of users and adequate database. Stably operating systems with synchronous investment such as IOC, DC, SOC of Hai Duong will continue to be used.
Some platforms of Hai Phong such as the Electronic Information Portal, administrative procedure settlement system and management of executive documents are also prioritized for choice to optimize costs and limit duplication of investments.
Speaking at the meeting, Mr. Nguyen Minh Hung - Vice Chairman of Hai Duong Provincial People's Committee and Mr. Hoang Minh Cuong - Vice Chairman of Hai Phong City People's Committee highly appreciated the coordination efforts between the Departments of Science and Technology of the two provinces.
The leaders of the two localities require ensuring that the converted data is safe, in accordance with regulations and there is a plan to train cadres, organize training to use a shared system, and make the most of online training platforms.
In the long term, Hai Duong and Hai Phong agreed to build an integrated and synchronous digital infrastructure model, effectively serving state management activities, people and businesses after the merger.
