On May 21, Mr. Tran Cam Tu - Politburo member, Standing member of the Secretariat - worked with the Standing Committee of the Hai Duong Provincial Party Committee on implementing the Resolution of the 11th Central Conference, 13th tenure.
Also attending were members of the Party Central Committee: Mr. Pham Gia Tuc - Deputy Chief of the Party Central Committee Office; Ms. Nguyen Thi Thu Ha - Vice President, General Secretary of the Central Committee of the Vietnam Fatherland Front, along with leaders of the National Assembly's Law and Justice Committee, the Ministry of Home Affairs and members of the Politburo's working delegation.
At the meeting, Mr. Tran Cam Tu acknowledged and highly appreciated the results that the Standing Committee of the Hai Duong Provincial Party Committee has achieved, especially in the work of streamlining the organizational apparatus. Hai Duong has carried out a large amount of work, creating internal unity and consensus among the people.

Along with that, the province has also achieved many outstanding results in socio-economic development, ensuring social security. These results create an important foundation for Hai Duong to continue to effectively carry out political tasks in the coming time.
Mr. Tran Cam Tu emphasized that there is not much time left to complete the organizational arrangement, requiring the Standing Committee of the Hai Duong Provincial Party Committee to focus on directing drastically, reviewing tasks according to the plan and direction of the Central Government, ensuring progress and quality. In particular, it is necessary to prepare well for the commune-level Party Congress according to the new model.
Regarding personnel work, Mr. Tran Cam Tu noted that the province needs to arrange and assign commune-level leadership personnel in a strict, objective, fair manner, selecting qualified and qualified people to meet the requirements of the task. At the same time, it is necessary to focus on training and fostering the team of cadres after the reorganization to ensure effective operation from the beginning.

Regarding coordination with Hai Phong in arranging the organizational apparatus, Mr. Tran Cam Tu requested to maintain the Party's principle in personnel work, absolutely not allowing local situations or group interests to occur. The personnel plan must ensure standards and conditions, focusing on young cadres, female cadres, and scientific cadres; build in sync with the personnel of the People's Council and People's Committee for the 2026-2031 term.
Mr. Tran Cam Tu suggested that the province pay attention to restructuring and improving the quality of the team of cadres, civil servants and public employees to suit the two-level local government model; agree with Hai Phong City on the plan to arrange working headquarters, manage and use public assets after the merger in accordance with regulations.
The Standing Secretariat also requested Hai Duong to strengthen information and propaganda work to create consensus in the whole society; direct the management, archiving of records, digitizing documents, inventorying and auditing in the process of restructuring the apparatus.
In addition to effectively implementing Resolution 11 of the Central Committee, Hai Duong needs to focus on implementing new resolutions of the Central Committee, maintaining administrative discipline, preventing corruption, negativity, waste, and determination to achieve the double-digit growth target by 2025.
