The project to renovate and upgrade district road 191 section passing through Quang Trung, Tien Dong, Nguyen Giap communes (now belonging to Tu Ky and Lac Phuong communes) has a total investment of 118 billion VND, of which the site clearance cost is 27.4 billion VND. This is a group B project, a level III traffic project, which is of great significance in completing traffic infrastructure, connecting residential areas, and promoting socio-economic development of the region.
Site clearance work is carried out in the form of mobilizing people and organizations to voluntarily donate residential land, planting land, rice land and other types of land. The State only compensates for the relocation of technical wires and pipelines and provides financial support for trees and assets on land.
Previously, the entire route had 2,354.6/3,060 m belonging to Lac Phuong commune that had not been handed over for construction. Due to the inability to deploy synchronously, the project was delayed and the Project Management Board had to extend the implementation time and adjust the roadmap to December 31, 2026.
Regarding disbursement progress, by the end of 2025, the project had disbursed nearly 29.9 billion VND, reaching 99.6% of the allocated capital plan, mainly serving investment preparation, compensation payment, site clearance support and deployment of some construction items.
In 2026, the project was allocated 88 billion VND of investment capital. However, as of May 27, 2026, the disbursed value only reached about 5.38 billion VND for construction costs, equivalent to more than 6% of the annual capital plan.
Implementing the direction of the Chairman of the City People's Committee, the locality has focused on removing obstacles related to site clearance. By June 25, the Chairman of Lac Phuong Commune People's Committee had approved the compensation and support plan and issued decisions to recover land in 14 phases for 330 out of a total of 404 land plots, reaching nearly 82%. The recovered land area reached more than 9,683 m2 out of a total of nearly 13,389 m2, equivalent to more than 72% of the area to be cleared. The total cost of compensation and support to date reached nearly 22.52 billion VND, equivalent to about 81.7% of the capital plan for site clearance work in 2026.
Thanks to accelerating the site clearance progress as directed, the locality handed over to the investor, the Tu Ky Commune Construction Project Management Board, about 2,854.4/3,060m, equivalent to more than 93% of the entire route.
However, according to reports from localities, to date, 74 out of a total of 404 land plots have not been recovered. Among these, 66 land plots have been publicly announced for compensation plans, but households have not agreed. Although local authorities have organized dialogues, propaganda, and mobilization many times, consensus has not been reached.
Specifically, there are 12 land plots where land users do not agree to donate land; 7 land plots only accept partial donation because the recovered area is large, affecting the rights of families. The remaining 47 land plots have generated many petitions related to compensation and support plans. Many households believe that the level of support for assets on land is still low, not commensurate with reality. Some cases request additional support for expenses such as income loss due to trading, demolition of works, moving machinery in workshops located on donated land... 8 land plots are being inventoried and developed compensation and support plans and have not been made public because land users do not reside in the locality.
The locality is striving to complete site clearance work in August 2026, contributing to accelerating progress and completing the project on schedule (which has been extended) in 2026.
