On the afternoon of October 24, news from the Hai Phong City Party Committee Office said: The Hai Phong City Party Committee has just issued a Notice of Opinions from the Standing Committee of the City Party Committee on temporarily suspending the submission to the City People's Council to issue a Resolution on the average additional income payment for cadres, civil servants, and public employees working in Party agencies, authorities, unions, and associations assigned by the Party and the State under the management of Hai Phong City.
Accordingly, on October 21, the Standing Committee of the City Party Committee met to listen to the report of the City People's Council Party Committee on the temporary suspension of submission to the City People's Council to issue a Resolution on the average additional income payment for cadres, civil servants, and public employees working in Party agencies, authorities, unions, and Associations assigned by the Party and State to be managed by Hai Phong City (in Official Dispatch No. 34-CV/DU, dated October 21, 2025 of the City People's Council Party Committee).

After listening to the reports and opinions of the delegates attending the meeting, the Standing Committee of the City Party Committee agreed to the policy of temporarily suspending the submission to the City People's Council to issue a Resolution on the average additional income payment for cadres, civil servants, and public employees working in Party agencies, authorities, unions, and Associations assigned by the Party and State to be managed by Hai Phong City at the 30th Session (Special Session) of the City People's Council, term XVI, 2021 - 2026.
Assign the City People's Committee Party Committee to direct relevant agencies: Based on the city's budget balance capacity, study, review legal regulations and refer to localities, assess the impact of current policies related to wages, allowances and additional income;
Synthesize and submit to the City People's Council to issue a Resolution at the Regular Session at the end of 2025 to ensure fairness, reasonableness, create motivation to encourage the autonomy of public service units and be consistent with the city's reality.
Since 2022, the Hai Phong City People's Council has issued a Resolution on the level of additional income for ministries, civil servants, and public employees in the city, the increase is about 70 - 80% of the state salary paid depending on the level of task completion of each individual.
