Accordingly, implementing the Prime Minister's decision on assigning the budget for health insurance examination and treatment in 2025, Vice Chairman of Hai Phong City People's Committee Hoang Minh Cuong issued a document assigning the City Social Insurance to preside over and coordinate with the Department of Health and relevant agencies to effectively manage and use the health insurance fund and the estimate of health insurance examination and treatment costs assigned; strictly implement regulations on advance payment and settlement of health insurance examination and treatment costs according to the provisions of the Law on Health Insurance, the Decree and documents guiding the implementation measures.
The People's Committee of Hai Phong City assigned the Department of Health to preside over and coordinate with the City Social Insurance and relevant agencies to strengthen the work of advising the City People's Committee to implement state management of health insurance through inspection, examination, and handling of violations; have solutions to prevent the abuse and profiteering of the Health Insurance Fund; inspect and examine health insurance examination and treatment facilities that do not adjust unreasonably high health insurance examination and treatment costs according to the recommendation and warning of the Social Insurance agency.
Direct medical examination and treatment facilities to conduct medical examination and treatment, prescribe drugs and technical services in accordance with regulations and professional procedures issued by competent authorities; fully and promptly update information on health insurance examination and treatment and transfer data to the Social Insurance agency according to regulations so that the assessment and payment are accurate and timely; at the same time, direct medical examination and treatment facilities to proactively detect, review, inspect and adjust the costs of health insurance examination and treatment to increase according to the recommendation of the Social Insurance agency.
Assign the Department of Finance to transfer sufficient and timely state budget funds paid and health insurance payment support to subjects guaranteed by the state budget; participate in managing the international health insurance fund according to regulations.
Assign the Department of Science and Technology to preside over and work with relevant agencies to strengthen communication on health insurance, have solutions to mobilize people to participate in health insurance suitable for each group of subjects to achieve the goal of developing health insurance according to Resolution No. 28-NQ/TW dated May 23, 2018 of the 7th Conference of the 12th Party Central Committee on reforming social insurance policies.
