On November 19, Ho Chi Minh City Social Insurance (HCMS) said that in order to ensure the rights of social insurance and health insurance participants and health insurance cards valid from January 1, 2025, Ho Chi Minh City Social Insurance requested employers, health insurance participant management units, educational and training establishments, and social insurance and health insurance collection service organizations in Ho Chi Minh City to implement the following:
1. For employers: To extend the health insurance card valid from January 1, 2025, by December 25, 2024 at the latest, the employer must fully pay the amount of social insurance, health insurance, unemployment insurance, occupational accident and disease insurance that has been late paid up to the end of November 2024 and the amount of social insurance, health insurance, unemployment insurance, occupational accident and disease insurance that has been collected in December 2024 (including interest collected, late payment interest, if any).
In case by December 31, 2024, if the unit is still late in paying social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance, the health insurance card will not be renewed. After transferring the full payment, the unit will create an electronic file 604 (write in Form TK3-TS the content: request to renew the health insurance card 2025) and send it to the social insurance agency to be granted the card's validity in time.
2. For educational and training institutions: Educational and training institutions must transfer money and submit application for health insurance cards for students for the 2024-2025 school year before December 20, 2024 so that the health insurance cards are valid from January 1, 2025. In case the number of participating students is large (from 5,000 students or more), educational and training institutions have not collected complete information according to Form D03-TS; Form TK1-TS, they must transfer health insurance payment for the 2024-2025 school year before December 25, 2024 and submit electronic application 603 in January 2025 so that the health insurance cards are valid from January 1, 2025.
3. For units managing health insurance participants and Social Insurance and Health Insurance collection service organizations: Complete the reconciliation and payment of health insurance card purchases in 2024 before December 25, 2024. No later than December 25, 2024, submit electronic file 603 to the Social Insurance agency to promptly issue health insurance card usage value from January 1, 2025 to participants.
“Require units and organizations to submit documents and transfer money correctly and completely according to the above instructions. In case of delay, affecting the medical examination and treatment rights of participants, the unit managing participants and the service organization collecting social insurance and health insurance premiums will be fully responsible,” the Social Insurance recommends.
