According to records, most localities in Binh Thuan province have seen many tractors and plows that are not registered, have license plates, and have not been inspected for technical safety and quality according to regulations (vehicles do not have certificates of origin). However, these vehicles are still used to transport goods, materials, agricultural products, and illegally exploit and transport minerals on national highways, provincial roads, and inner-city and rural roads, especially during the agricultural harvest season, which tends to become more complicated.

Tractors with modified steering wheels, winches, extended truck beds, etc. and vehicles that do not have adequate signal and lighting systems installed, or have adequate lighting systems that are not functional, resulting in vehicles that do not ensure technical safety.
Most recently, on the afternoon of December 18, on National Highway 28, through Ham Thuan Bac district, Binh Thuan province, a traffic accident occurred between a tractor and a motorbike. The consequence was that the 15-year-old boy driving the motorbike died on the spot.

Although previously, in mid-September 2024, the Traffic Police Department of Binh Thuan Province Police organized working groups to inspect and handle the issue of self-produced and assembled three- and four-wheeled vehicles and motorbikes and motorbikes towing other vehicles and objects that violate traffic safety order, up to now, there are still many tractors circulating on the road.
In the coming time, in addition to checking and strictly handling cases of driving modified tractors that cause disorder in road traffic safety, the Traffic Police will propagate and require tractor owners to write a commitment to remove modified parts, return the vehicle to its original state, and not let these vehicles participate in traffic.
