Support people to solve administrative procedures

From December 2024, the Hanoi City Public Administration Service Center and Vietnam Post Corporation will coordinate to provide public postal services in handling administrative procedures in the city.

The coordination aims to contribute to the realization of the Party and State's policies and guidelines on administrative reform; ensure that 100% of administrative procedures in Hanoi are received and processed on the Administrative Procedure Processing Information System and synchronized with the National Public Service Portal. At the same time, effectively implement the mechanism of assigning public postal service providers to undertake a number of tasks in the process of guiding, receiving, digitizing records, and returning results of administrative procedure processing according to Decision 468/QD-TTg of the Prime Minister on approving the Project "Innovation in the implementation of the one-stop, one-stop mechanism in administrative procedure processing".

People can go to service points and post offices of Vietnam Post to submit documents to resolve administrative procedures.

Notably, the two units will coordinate to implement guidance and support for individuals and organizations to submit administrative procedure settlement documents online. Especially for those who are not proficient in using electronic devices connected to the Internet or have difficulty in performing online public services... Accordingly, Post Office staff will directly support and guide people from the stage of declaring information, posting documents, papers, and images to the administrative procedure settlement information system or the National Public Service Portal right at the post office. People do not have to pay any fees to Post Office staff.

In the coming time, the Hanoi City Public Administration Service Center will survey, evaluate, and research to propose the placement of branches and administrative procedure reception points at the service points of the Hanoi Post Office. These post offices must meet general requirements on equipment and ensure the operation and operation plans of the branches and reception points.

Post Office staff will directly support and guide people to carry out administrative procedures on the National Public Service Portal and information systems on administrative procedure settlement.

In particular, to effectively implement Decision 468/QD-TTg of the Prime Minister on approving the Project "Innovation in the implementation of the one-stop, one-stop mechanism in handling administrative procedures", the Hanoi City Public Administration Service Center will soon study and propose a pilot project to implement the mechanism of assigning public postal service providers (Vietnam Post) to undertake some tasks in the process of guiding, receiving, digitizing records, and returning results of administrative procedure settlement at the branches and reception points of the Center.People will not have to go to the City Public Administration Service Center to submit records and receive results, but only need to go to the nearest Post Office to carry out administrative procedures.
In addition, the two units also said that they will study and pilot the service of receiving records and returning results of administrative procedure settlement at home for people with meritorious services and social protection beneficiaries.At the same time, propose a plan to transfer files and documents from branches and reception points located at the Post Office to the administrative procedure settlement agency and transfer results from the administrative procedure settlement agency to branches and reception points.

The cooperation between the two units is expected to help people save a lot of time and travel costs, reduce traffic congestion and emissions into the environment.

In addition to the contents to facilitate people in the process of handling administrative procedures and digitizing the results of handling administrative procedures, the two units will also cooperate to support bringing Hanoi's OCOP agricultural products integrated on the agricultural product floor of the Post Office (nongsan.buudien.vn) to the iHanoi platform; building digital maps and digital addresses of Hanoi city on the iHanoi platform.

To ensure quick and effective implementation, bringing benefits to state management agencies, businesses and people, the two units will soon organize a signing ceremony of the Minutes of coordination to deploy the provision of public postal services in handling administrative procedures in Hanoi.
