On August 14, the People's Committee of An Thanh Commune (Can Tho City) sent a document to Project Management Board 85 (Ministry of Construction), Vietnam Fatherland Front Committee of the commune, Commune Police, units under the People's Committee of the commune and the People's Committees of hamlets regarding support to mobilize and propagate to people not to arbitrarily enter the construction site of the Dai Ngai Bridge Construction Investment Project on National Highway 60, the section passing through the provinces of Tra Vinh and Soc Trang, now Vinh Long Province and Can Tho City.
Accordingly, the People's Committee of An Thanh Commune requested the Project Management Board 85 to support localities in installing warning signs in areas where they are prohibited from entering construction sites under the Dai Ngai Bridge Project on National Highway 60 in An Thanh Commune, Can Tho City.
The commune police increased patrols, promptly prevented, reminded and strictly handled cases of removing barriers, encroaching on construction sites or street vending within the construction area.
Functional departments, Vietnam Fatherland Front Committees of communes, unions, People's Committees of hamlets should step up propaganda to raise people's awareness of protecting state assets, strictly follow warnings at the construction site, and do not arbitrarily enter the construction area.

Previously, Project Management Board 85 also issued an official dispatch expressing its gratitude to the police force and local authorities at all levels of Can Tho City (formerly in Soc Trang province) for their attention, coordination and active support in ensuring safety, security and order throughout the implementation of the Dai Ngai Bridge Project. Thanks to that, many items on the route have been accelerated, in which Dai Ngai 2 bridge was completed 6 months ahead of schedule, ensuring quality and safety.
Project Management Board 85 said that Dai Ngai 2 bridge has completed construction, the road section at both ends of the bridge is in the loading phase waiting to sink. After that, the road foundation and auxiliary items will continue to be constructed. The construction site has fully arranged signs, reflective ropes, and hard median strips to warn of danger and prevent unofficials from entering.
However, the situation of people arbitrarily removing barriers, entering construction sites, selling street vendors, even placing boards across the median strip to bring motorbikes and bicycles across the bridge, climbing and standing on steel railings still occurs. These acts pose a potential risk of accidents, unsafe labor, affect security and order and can cause loss of public assets. Although the safety officers of the construction contractor have repeatedly reminded and mobilized, the large number of people on the bridge cannot be stopped.
During the implementation of procedures for putting the project into use and temporarily exploiting, Project Management Board 85 requested the People's Committee of Dai Ngai Commune, the People's Committee of An Thanh Commune, the Dai Ngai Commune Police and the An Thanh Commune Police (Can Tho City) to continue to pay attention to and support the implementation of mobilization and propaganda work to raise awareness to people, not arbitrarily entering and leaving the construction site, respect and strictly implement warning instructions at the project construction site.
Previously, on August 1, the construction unit allowed vehicles with less than 16 seats, trucks with less than 3.5 tons, motorbikes and rudimentary vehicles to temporarily cross the bridge. However, many vehicles have entered the construction site, which has not yet ensured safety conditions, endangering both people and the construction site. In addition, some trucks exceeding the prescribed load are still deliberately passing through the prohibited area, including vehicles that crash into the gate with limited height. Therefore, after 3 days of the pilot project, the construction unit decided to temporarily suspend traffic through the bridge.
