This is one of 32 Online Public Service Agents deployed in phase 1 in Hanoi City.
The opening ceremony of the Online Public Service Agency is an important step in the process of administrative reform, improving the quality of service for people and businesses, and promoting digital transformation in the City. This is part of the roadmap to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.

The objective of the Online Public Service Agent model in Hanoi is to build a widespread network of Online Public Service Agents, helping people and businesses access public administrative services quickly, easily and conveniently. People and businesses can go to post offices that are Online Public Service Agents so that post office staff can support and advise on methods, processes and required documents to handle administrative procedures online.
Postal staff also guide organizations and individuals on how to look up documents, make online payments, etc. In case people do not have the means or cannot do it themselves, Postal staff will support free online public services right at the service point. In particular, when there are results, Postal staff will quickly and safely deliver administrative procedure documents to the address requested by people.

Promoting the operation of the Online Public Service Agent model also contributes to promoting digital transformation, towards building a digital government, increasing the rate of administrative procedures performed online, towards the goal of 80% of people using online public services by 2025. At the same time, it reduces pressure on state administrative agencies, saving social resources through transferring some public administrative tasks to businesses.
The birth of this model will help Hanoi achieve the "3 no" goals: No borders - No intermediaries - No physical objects and "2 no" goals: No administrative doors - No procedural locks.
Speaking at the ceremony, Mr. Cu Ngoc Trang - Director of the City Public Administration Service Center emphasized that the pilot model of Online Public Service Agent is a breakthrough solution, of great significance to the socio-economic development of the Capital. This is also an important step in implementing Resolution No. 57-NQ/TW of the Politburo on policies and orientations for national digital transformation development to 2030, with a vision to 2045.
Mr. Chu Quang Hao, General Director of Vietnam Post Corporation emphasized: “Implementing the pilot project of online public service agency model in Hanoi, aiming to increase the rate of online application submission from 30% to 80% by 2025, Vietnam Post Corporation has directed the Central Post Offices in the city to arrange sufficient human resources and equipment to support people in performing online public administrative procedures. Vietnam Post commits to accompany the Hanoi City Public Administration Service Center to create all favorable conditions and provide maximum support for people to come to the post office to perform online public services quickly and effectively”.
