On May 16, the People's Committees of Kien Giang province and Phu Quoc city held a conference on the Plan to implement works and projects to serve the 2027 APEC Conference in Phu Quoc city.
According to the Kien Giang Department of Construction, the organization of adjusting the general planning of Phu Quoc City will be carried out in parallel with the organization of preparing zoning plans and detailed plans, on the basis of updating projects and works serving APEC 2027. Ensure the completion progress of submitting to competent authorities for approval from July 1, 2025.
Of the total 37 areas of great significance in the area, 3 areas are expected to not organize zoning plans in the 2025-2027 period, the remaining areas are expected to organize 34 zoning plans.
The Department of Agriculture and Environment has developed a detailed plan to perform the tasks, including 15 professional working groups that perform the work of extracting, measuring, inventory, planning, ... Preliminary determination of the volume of implementation for each specific project, determining the affected land area to be recovered, the number of households, the number of affected plots, the forest land area of all kinds. Implement adjustment of land use planning to 2030 and complete the dossier submitted to the appraisal in June 2025.
The Department of Construction is also reviewing and expected the volume of materials for projects. Thereby, it will consider evaluating the capacity of construction stone materials, making roads, ... The ability to transport materials from the mainland to the island, the ability to meet the ports, goods wharves, material yards, ... calculating appropriate plans and transport roads.
Regarding sand and soil fill for the roadbed, it is basically necessary to meet the needs and facilitate exploitation in Phu Quoc. Regarding the reserves of soil, stone, and sand in the mines, it is assessed that by 2024, they will ensure enough demand for the projects.
Regarding the supply of stone materials, it is expected for APEC projects to be about 5 million m3 within 2 years, while the capacity to supply stone at the mines being exploited each year reaches 2 million m3/year, if the mines reach a capacity of 75% according to the maximum capacity, then each year about 3 million m3. Thus, with the volume of progress of projects serving APEC, it is necessary to consider calculating to increase the capacity of mines.
Increasing the exploitation capacity and construction stone consumption capacity in 2026 and early 2027 will lead to overload at wharves and yards. The transportation capacity of the two mainland terminals is not guaranteed, not meeting the needs of Phu Quoc. Therefore, it is necessary to increase the capacity of temporary ports at Hon Chong Port or add temporary ports in Kien Luong and Hon Dat areas.

Speaking at the meeting, Chairman of Kien Giang Provincial People's Committee Nguyen Thanh Nhan said: ensuring the progress requirements, materials are extremely important. The conditions for transporting materials depend on the weather, so all conditions must be fully calculated to be proactive in organizing implementation.
Mr. Nguyen Thanh Nhan proposed to carry out the process according to regulations, assigning the Department of Finance to advise on implementation. Complete the investment policy report, the investment calling list to review whether it has been done or not, and urgently do what has not been done, on that basis, include it in the public investment plan.
Regarding site preparation, it is recommended to hand over land markers and site clearance to units for compensation plans and mobilize people to reach consensus. For Phu Quoc, we must also review each specific project and project progress, prepare to measure, and implement the compensation plan, then what kind of force Phu Quoc will participate in, whether it is enough or not for the province to support and strengthen.
"The Department of Construction is requested to review each category, all private investment and public investment projects that are not in accordance with the land use plan must be adjusted immediately. Reviewing the demand for materials for these projects and works, we must estimate how much, so that on that basis we have a supply plan to ensure", Mr. Nguyen Thanh Nhan emphasized.
"In addition, coordinate with relevant sectors to build temporary wharves, there must be a plan to always transport materials out. Wherever there are difficulties in the implementation process, priority will be given to immediately resolving them. Regarding Dong Cay Sao temporary landfill, we must try to completely handle it this year. If not, we will consider the option of burning it on the mainland instead of extending it any longer," the Chairman of the Provincial People's Committee directed.
