Khanh Hoa Provincial People's Committee is soliciting comments on the draft dossier proposing to develop a Resolution regulating policies to support people in converting marine cages using traditional materials to new materials in the area.
According to the report of the Department of Agriculture and Environment of Khanh Hoa province, the province's annual aquaculture output is from 16,000 - 18,000 tons, the whole province has more than 74,500 aquaculture cages.
Traditional cages mainly use wooden cage frames (cages, floating cages) and iron frames (submerged cages). Traditional marine cage systems are gradually failing to cope with the harshness of natural disasters.
Replacing the traditional cage system with a breeding system with HDPE plastic material that is resistant to storms, adapts to climate change, ensures safety conditions for farmers and protects farmed aquatic products is very necessary.
Regarding the technology of marine farming of the people, it is still outdated, the majority use fresh food, the farming density in farming areas is not guaranteed, so the risk of environment, natural disasters, and epidemics is very high.
To resolve the above problems, Khanh Hoa Provincial People's Committee has developed a policy to support organizations and individuals participating in cage aquaculture activities in the locality, with a one-time support level of 50% of the cost of purchasing new cages made of HDPE plastic materials. The estimated cost to support fishermen to buy HDPE plastic cages is 1,750 billion VND, from the budget of Khanh Hoa province.
The condition for receiving support is to Continue growing aquatic products in cages in the planning area, using HDPE plastic cages must meet the requirements of local technical regulations on materials used to make buoys for aquaculture cages at sea in Khanh Hoa province.
Farmers must comply with regulations on aquaculture conditions in accordance with regulations, using HDPE plastic cages for a minimum period of 5 years.
In January 2025, the Prime Minister approved the pilot project for developing high-tech marine farming in Khanh Hoa, the pilot period is until the end of 2029.
In particular, the target for the sea area of up to 3 nautical miles is to increase the pilot area for developing high-tech marine farming to 240 hectares, with an output of more than 3,600 tons; the sea area of 3 to 6 nautical miles, the pilot area for developing high-tech marine farming to 200 hectares, with an output of more than 5,100 tons.
The project also approves solutions on policies to support the development of marine aquaculture, according to the local budget balance capacity, the People's Committee of Khanh Hoa province has developed and submitted to the Provincial People's Council to issue support policies to implement the conversion of traditional material marine cages to new material marine cages (HDPE, FRP...) suitable for the target, sea area and each stage.
