On May 12, the People's Committee of Khanh Hoa province announced that it had a plan to implement tasks in the judicial sector during the process of organizing local government at 2 levels in the area.
The plan aims to ensure that state management activities in the judicial sector are carried out smoothly, without interruption, overlap, and no tasks are left out, especially in the fields of civil status, registration of security measures and related issues.
Before June 30, 2025, the Department of Justice will preside over and coordinate with relevant units to complete many specific tasks such as: Reviewing judicial and civil status civil servants at the commune level, having appropriate resource allocation plans; guiding the handling of administrative procedures and records related to civil status, adoption; guiding the storage, preservation and transfer of books, civil status registration records, adoption and certification.
The competent authority will also handle the contents related to disseminating legal education, facilitating at the grassroots level, assessing communes/wards/taurns to access the law; reviewing and perfecting the organization of Legal Assistance Centers to ensure effective operations after the merger of administrative units;
Instructions on registration and provision of security measures related to land.
Khanh Hoa Provincial People's Committee assigned the Department of Justice to monitor, guide, and urge departments, branches, sectors, and district-level People's Committees to implement the plan; at the same time, advise the Provincial People's Committee and the Chairman of the Provincial People's Committee to closely monitor the progress and implementation results.
Departments, branches and localities are also required to proactively coordinate and implement tasks within their scope of functions, ensuring unity, synchronization and efficiency in the entire Khanh Hoa province.
Commune secretary and chairman after the reorganization in Khanh Hoa is not a local
On May 10, the Khanh Hoa Provincial Party Committee announced that it had regulations on principles, criteria, and orientations for arranging and assigning leaders and managers at the commune level.
Khanh Hoa Provincial Party Committee determined the arrangement and assignment of commune-level cadres in a proactive direction to avoid tendencies and ideology of local departments, "group interests", and negativity in the arrangement and assignment of cadres.
In particular, the locality will implement the policy of arranging 100% of Party Committee secretaries, basically the Chairman of the People's Committee at the commune level is not a local person.
From this reality, Khanh Hoa province has a set of scoring criteria to serve as a basis for personnel arrangement.
