On July 18, Ninh Binh Provincial Police informed that, authorized by the Head of the Provincial Police Investigation Agency, the Head of Hoa Lu Ward Police, issued a Decision to prosecute the case of disturbing public order, a Decision to prosecute 7 subjects for disturbing public order.
The subjects all residing in Yen Tu commune include: Vu Quang Minh (born in 2005), Le Viet Hoang (born in 2004), Le Viet Ha (born in 2008), Mai Anh Tu (born in 2008), Nguyen Quoc Linh (born in 2006), Tran Khanh Vu (born in 2007) and Vu Van Hung (born in 2006).
According to the police, based on documents determined that on the night of July 13, 2 groups of 33 teenagers, male and female (born from 2003 to 2011) in Yen Tu commune, Khanh Nhac commune, Yen Khanh commune, Gia Hung commune, Hoa Lu ward, Nam Hoa Lu ward, Dong Hoa Lu ward (Ninh Binh province) invited each other to use motorbikes, motorbikes to speed, reckless overtaking, swerving... on the roads of Hoa Lu ward.
The subjects also shouted and cursed, threw beer bottles at each other and threw them at the car of Mr. Dam Duy H (born in 1986, residing in Hoa Lu ward) while he was driving on the road in Hoa Lu ward.
The incident caused public concern and affected the security and order situation in the area.
