On August 22, according to Hung Yen Provincial Police, the Investigation Police Agency of Hung Yen Provincial Police issued a decision to prosecute the case, prosecute the accused, and execute the arrest warrant for temporary detention against Nguyen Trong Khanh (born in 2007, Nam Vang village, Ha Bac commune, Hai Phong city) for the act of Raping a person under 16 years old as prescribed in Clause 1, Article 142 of the Penal Code.
The investigation process determined that Nguyen Trong Khanh is currently a first-year student at a university in Hung Yen province.
At the beginning of May 2026, through social networks, Khanh met T.H. T, born on: August 14, 2014 (a person under 12 years old). About 1 month later, the two developed romantic feelings.
On the morning of June 16, 2026, T took a motorbike taxi to Khanh's rented room in Yen Lich village, Viet Tien commune, Hung Yen province. Here, believing that the two sides had love feelings, so voluntary sexual intercourse was not illegal, Khanh had sexual intercourse with T.
On August 17, 2026, the Investigation Police Agency of Hung Yen Provincial Police executed an arrest warrant for temporary detention of Nguyen Trong Khanh for the act of Raping a person under 16 years old as prescribed in Clause 1, Article 142 of the Penal Code.
