In order to ensure the safety of people and vehicles operating at sea and warn against natural disasters in mountainous areas that may be caused by storm No. 12, on October 20, the Central provinces and cities have deployed a series of preventive measures.
On October 20, the Military Region 5 Command issued an urgent telegram, requesting units from Da Nang to Khanh Hoa to proactively monitor and deploy forces and vehicles to be ready for rescue when required. Units stationed in low-lying areas and coastal areas have organized tents, cleared sewers, prepared logistics and rescue vehicles.
In Da Nang, Vice Chairman of the City People's Committee Tran Nam Hung chaired an online meeting with districts to direct the prevention of storm No. 12. The city has issued Official Dispatch No. 7 and prepared additional Official Dispatch No. 8 to mobilize all response forces. About 300 small and medium boats and hundreds of life jackets and life buoys have been arranged, ready for rescue in deeply flooded areas and low-lying areas.
Storm No. 12 did not make landfall directly in Da Nang, but heavy rain from October 23 to 26 could cause severe flooding, landslides and flash floods in mountainous areas. The city requires localities to review high-risk residential areas and proactively evacuate people to safe places.
In Quang Ngai, the Provincial People's Committee directed localities to closely monitor storm developments, inspect dams, riverside and coastal residential areas; urgently strengthen dykes and aquaculture cages, ensuring safety for people.
The Sa Ky Port Management Board said that due to bad weather, strong winds of level 6, gusts of level 7-8, waves 3-3.5m high, the Sa Ky - Ly Son passenger transport route has been suspended from today to ensure safety. The Ly Son special- zone government recommends that people store food and essential goods; stores and grocery stores are encouraged to reserve enough goods for at least a month. On Be Island alone, the locality has prepared 1 ton of rice to prevent long-term isolation.

In mountainous areas, the leader of the People's Committee of Ba Vinh commune, Quang Ngai said that he was concerned about the crack in Go Oat mountain, in Ba Lang village (the crack across the mountain slope, about 100 m long, 0.6 m wide, about 1 m deep and tending to expand), the government planned to evacuate 61 households with 216 people living at the foot of the mountain. The locality has organized meetings with people to temporarily evacuate and in the long term, the commune requested Quang Ngai province to arrange funds for relocation, construction of resettlement areas, and relocation of people to other places.

The militia of Binh Son commune, Quang Ngai was also mobilized to reinforce more than 250m of Tien Dao dike to prevent floodwater from Tra Bong river from overflowing, protecting more than 1,500 households in the area.
Central localities are continuing to closely monitor the development of storm No. 12, maintaining a 24/7 duty regime, preparing rescue plans, protecting the safety of people's lives and property.
