On February 14, Nghe An province simultaneously held military handover ceremonies in 20 districts, cities and towns, sending young men off to fight for the Fatherland.
At the military handover ceremony held in Nam Dan district, Senior Lieutenant General Le Quang Minh - Deputy Director of the General Department of Politics of the Vietnam People's Army; Lieutenant General Tran Vo Dung - Party Secretary, Political Commissar of the 4th Military Region; Chairman of Nghe An People's Committee Le Hong Vinh; Colonel Phan Dai Nghia - Member of the Provincial Party Committee Standing Committee, Commander of the Provincial Military Command and leaders of Nam Dan district visited each army to encourage and present flowers to congratulate the young man who was recruited for military service and participated in the People's Public Security service before returning to the new unit.
In Vinh City, the military handover ceremony was attended by Lieutenant General Pham The Tung - Deputy Minister of Public Security and the working delegation of the Ministry of Public Security.

In 2025, the entire Nghe An province completed the numbering of soldiers and issued orders to call 3,416 citizens (officially 3,254 citizens, reserve 162 citizens) to join the army. Of these, 4 female citizens, 49 Party members, and 945 citizens registered to volunteer to join the army (accounting for 30%).

Of which, 1,105 citizens have attended the Party training course, 210 citizens have university, college, and intermediate degrees, 813 ethnic minority youth and 237 religious youth. The rate of new recruits achieving health level 1 and level 2 accounts for more than 78.2%.
For the force participating in the People's Public Security service, Nghe An Provincial Police have selected 324 outstanding young men who are fully qualified to perform their duties. Of which, 139 young men will perform their duties at units under the Ministry of Public Security, 185 young men will perform their duties at Nghe An Provincial Police.
