On November 12, Mr. Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong City National Assembly Delegation inspected the progress of the Hai Phong City Development Project to adapt to climate change and urban beautification in the central area.
Accompanying him were Mr. Nguyen Khac Toan, Vice Chairman of the City People's Council; Tran Van Quan, Vice Chairman of the City People's Committee and leaders of relevant departments, branches, units and localities.
The Hai Phong City Development Project to respond to climate change was approved by the Prime Minister on June 30, 2025. The project aims to ensure environmental sustainability, water security and reduce urban flooding, adapt to climate change, upgrade public space and improve urban resilience. The total investment is about VND 9,857.06 billion, of which the IBRD loan from the World Bank is VND 6,550.41 billion; domestic counterpart capital is VND 3,306.65 billion. The project has 4 components including: Synchronous development of Thuy Nguyen urban infrastructure to adapt to climate change; Improving the environment of the Re River; Reducing flooding in central urban areas; Developing systems and capacity to improve urban areas to adapt to climate change.
According to the Secretary of the Hai Phong City Party Committee, climate change is increasing the intensity and frequency of extreme natural disasters globally, especially storms and floods, causing heavy damage to the economy, infrastructure and people. Hai Phong City is a gateway area, directly affected by climate change phenomena, the recent flooding has tended to increase. Therefore, the implementation of a project to develop Hai Phong city to adapt to climate change is extremely urgent.
The Secretary of the City Party Committee said that the current urgent requirement is to further speed up the project's progress. He assigned the City People's Committee to direct the Hai Phong Traffic and Agricultural Construction Investment Project Management Board to build specific progress linkage roads, thereby clearly defining the components and items that need to be implemented; at the same time, focusing on removing bottlenecks, bottlenecks and obstacles of the project, striving to complete in July 2026 to promote the effectiveness in the rainy season next year. Along with that, urgently complete ODA loan procedures and soon start the project in accordance with the direction of the Standing Committee of the City Party Committee.
The Secretary of the City Party Committee also requested Hong Bang Ward to urgently complete the Tam Bac River renovation project phase 2 (from Lac Long Bridge to Hoang Van Thu Bridge), ensuring the landscape requirements for the entire area.
Regarding the project to renovate and expand Le Loi Street, which is currently under construction to widen the roadbed and surface from May To intersection to Le Quang Dao Street, the Secretary of the City Party Committee requested to strive to complete it in 2025, 6 months earlier than planned. Leaders of agencies, units and localities are personally responsible if they are late in the work assigned by their agencies, units and localities said Secretary Le Tien Chau.
At the summer renovation project, Nguyen Binh Khiem Street, the site clearance work is still slow, and there is still a situation of households encroaching and illegally constructing. The Secretary assigned the City People's Committee Party Committee to focus on directing the site clearance for this project. The city police and Gia Vien ward actively participate, increase propaganda and mobilization, urgently implement the full procedures for site clearance of the project, propose enforcement in accordance with regulations; Prepare all conditions to start construction immediately after receiving the site handover, strive to complete the project in the third quarter of 2026.
