Ninh Binh promulgates maximum service prices for storm shelter for ships and boats

Ninh Binh - The Provincial People's Committee has just issued a decision regulating the maximum service price for using fishing ports and storm shelters for ships and boats invested and built by the State in the province.

The decision clearly states that the service provider is the Fishing Port Management Board under the Ninh Binh Provincial Department of Agriculture and Environment. The service users are organizations and individuals with waterway and road vehicles entering and leaving the port, goods through the port; organizations and individuals using wharves, yards, and water surfaces in the port area for production and business activities.

Subjects exempted are vehicles used for national defense and security purposes (except for vehicles used for economic activities); vehicles of Customs agencies on duty (except for vehicles used for economic activities); vehicles of traffic inspectors on duty; vehicles anchored and parked to avoid natural disasters, rescue, relief, emergency care for patients, accidents, and charity.

Maximum service price for using fishing ports and storm shelters for ships and boats:

Accordingly, when collecting money from the service of using fishing ports and storm shelters for ships and boats, the Fishing Port Management Board must prepare and use documents in accordance with current regulations. The revenue from providing services of using fishing ports and storm shelters for ships and boats, after fulfilling obligations to the State budget according to the provisions of law, the remaining part is left for the unit to use according to regulations.

The Provincial People's Committee assigns the Fishing Port Management Board to base on the actual situation and conditions to decide the specific price level to be appropriate but not exceeding the maximum price level specified in this decision and publicly list the collection content, collection level, and collection method according to regulations.

The Department of Agriculture and Environment shall inspect, direct and guide the Fishing Port Management Board to manage, operate, and exploit fishing ports and storm shelter anchorage areas to ensure safety and efficiency. At the same time, preside over and coordinate with the Department of Finance to guide and inspect the collection of money, management and use of money collected from the service of using fishing ports and storm shelter anchorage areas in accordance with current regulations.
