According to the decision, the framework regulations on the number of rooms (including professional rooms and Public Administrative Service Centers) under the commune-level People's Committee: Arrange 5 rooms/1 commune-level People's Committee for 64 commune-level administrative units and arrange 4 rooms/1 commune-level People's Committee for 65 commune-level administrative units.
Regulations on the names of professional departments, the names of departments are uniformly regulated according to each group.
For the group of 64 units (5 departments) as follows: Office of the People's Council and People's Committee; Economic Department (for communes) or Economic, Infrastructure and Urban Department (for wards); Department of Agriculture and Environment; Department of Culture - Society and Public Administration Service Center.
For the group of 65 units (4 departments): Office of the People's Council and People's Committee; Economic Department; Department of Culture - Society and Public Administration Service Center.
The Provincial People's Committee assigned the People's Committees of communes and wards under the group to arrange 5 departments to develop plans and submit them to the People's Council of the same level to decide on the establishment of the Department of Agriculture and Environment on the basis of reorganizing existing professional departments; and at the same time specifically stipulate the functions, tasks, and powers of each department in accordance with legal regulations and guidance from relevant ministries and sectors.
Ninh Binh Provincial Department of Home Affairs is responsible for guiding localities in implementing contents related to organizational structure, staffing and job positions. Departments: Finance, Construction, Industry and Trade, Agriculture and Environment shall, based on their assigned functions and tasks, provide professional and nghiệp vụ guidance to corresponding departments.
The decision takes effect from March 20, 2026.
