The Chairman of the People's Committee of Cao Bang province has just issued Official Letter No. 3327/UBND-NC, requesting departments, branches, sectors, central agencies located in the area and People's Committees of communes and wards to continue to disseminate and request all cadres, civil servants and public employees to be exemplary in strictly complying with the provisions of the law on traffic order and safety (TTATGT).
The content of the document is current, after one year of implementation, the work of ensuring traffic safety in the area has achieved many positive results, traffic accidents have been basically controlled, and tend to decrease.
However, there is still a situation where a number of vehicle operators, including cadres, civil servants, and public employees, have not seriously complied with regulations, and have even failed to cooperate with the authorities, especially in alcohol concentration testing.
According to statistics, in the first 9 months of 2025, the provincial Traffic Police force organized 4,846 patrols, detected and handled 10,184 violations, fined more than 27 billion VND; alcohol concentration violations alone accounted for 1,860 cases, including some of cadres, civil servants and public employees.
The reason was determined to be that a number of cadres and civil servants lacked exemplary awareness, did not seriously train and cultivate; at the same time, the heads of some agencies and units did not do a good job of dissemination and supervision, leading to violations, affecting the image of the government and the trust of the people.
Faced with this situation, the Chairman of the Provincial People's Committee requested agencies and units to increase propaganda and education on awareness of compliance with traffic safety laws; build a culture of "Do not drive after drinking alcohol"; absolutely comply with the inspection requirements of the authorities, do not intervene or cover up violations.
At the same time, when receiving notices of cadres, civil servants, and public employees under the management of violating alcohol concentration or not cooperating, the head of the unit must promptly review, handle strict, objective, public discipline and report the results to the Provincial People's Committee (through the Department of Home Affairs).
Agencies and units that are slow to handle, cover up or do not handle strictly will be considered for responsibility as the head.
The Provincial People's Committee also requested to strengthen surprise inspection, internal supervision and receive feedback from people on disciplinary compliance when participating in traffic of cadres, civil servants and public employees; consider strict implementation of regulations on traffic safety as a criterion for assessing the level of task completion and annual classification.
