Quang Ninh province is in the process of relocating the current administrative center in Ha Long ward to the area north of Cua Luc bay, in Thong Nhat commune.
Regarding the planning of the new administrative center of Quang Ninh province, at the meeting on November 23, Mr. Vu Dai Thang - Member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee - proposed to continue to complete the proposed plan on the basis of a comprehensive study of the area north of Cua Luc Bay. At the same time, allocate land funds to develop types of services within the planning scope. The Quang Ninh Provincial Party Committee will listen to a comprehensive report on this content at the end of December 2025.
Previously, the Chairman of the People's Committee of Quang Ninh province assigned relevant departments, branches and units to urgently study and complete the planning plan for the new administrative center of the province in the area north of Cua Luc Bay, in order to concretize the orientations for urban space development according to the planning approved by the Prime Minister.
According to the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, urban space will continue to be expanded to the North, with Cua Luc Bay as the connecting center. The old Ha Long city planning until 2040 also determined to form the Provincial Administrative Center area according to the model of concentrating in the area north of Cua Luc Bay.
The planning study location is on Road 279 in Thong Nhat Commune, Quang Ninh Province.
The Department of Construction of Quang Ninh province was assigned to preside over the study of the planning of the new Administrative Center, coordinate with units, People's Committees of Thong Nhat commune... to review the planning, assess the current status of residents, technical infrastructure and social infrastructure in the area.
For related traffic routes, the Management Board of Investment and Construction Projects of Area I is assigned to review the current status of National Highway 279 passing through the new Administrative Center planning area, propose a renovation and upgrade plan to submit to the Provincial People's Committee for consideration.
Cua Luc Bay, 18km2 wide, with the deepest point at 17m, is the convergence of 6 river mouths from the old Hoanh Bo district. Cua Luc Bay is adjacent to Ha Long Bay, the mouth to Ha Long Bay is about 1 km wide. Previously, when Bai Chay Bridge was not yet available, traveling across the two banks of Cua Luc Bay had to depend on Bai Chay ferry.
To contribute to " awakening" Cua Luc Bay, Quang Ninh province has invested in 2 large bridges across Cua Luc Bay, including Tinh Yeu Bridge and Binh Minh Bridge; and is preparing to start construction of 2 routes around Cua Luc Bay.
