New regulations in the management of irrigation works in Son La

Son La - The province is decentralizing the management of irrigation infrastructure assets.

The Chairman of Son La Provincial People's Committee has just issued a decision to decentralize authority in the management, exploitation and handling of irrigation infrastructure assets, in order to improve the efficiency of public asset management, and at the same time increase proactiveness for agencies, units and localities.

The decision clearly stipulates the authority of the Department of Agriculture and Environment and the Chairman of the Commune-level People's Committee in managing, exploiting, transferring, recovering, liquidating and handling irrigation infrastructure assets under the province's management.

Specifically, the Department of Agriculture and Environment is assigned to decide to allocate irrigation infrastructure assets to provincial-level management agencies and units, except for cases of allocation to enterprises.

At the same time, the department has the authority to approve the project to lease exploitation rights for assets under the management of the Provincial People's Committee.

For assets decentralized to local management, the Chairman of the Commune-level People's Committee decides to approve a project to lease exploitation rights and transfer assets between agencies and units under the management scope of the commune level.

The Department of Agriculture and Environment is also assigned a decision to recover assets under the management scope of the Provincial People's Committee, except for cases of land recovery associated with assets implemented according to the provisions of land law.

Regarding asset transfer, the department decides to transfer between provincial-level agencies, organizations, and units; between communes and wards; or between provincial and commune levels.

In addition, the department has the authority to decide on the liquidation of public assets managed by the Provincial People's Committee, and at the same time handle cases of lost or destroyed assets according to regulations.

To ensure uniform implementation, it is decided to assign the Department of Agriculture and Environment and the Chairman of the Commune-level People's Committee to organize inspections of the implementation of decentralization in accordance with regulations.

The Provincial Inspectorate shall conduct inspections and handle violations according to its authority or propose to competent authorities to consider and handle cases beyond its authority.

The Department of Finance is assigned to monitor and summarize the implementation situation, and promptly advise the Provincial People's Committee to adjust arising contents to ensure decentralization is consistent with practical requirements.
