Previously, voters in Hoang Mai town, Nghe An province reported that many serious traffic accidents have occurred at the intersection of Highway 36 (the intersection between National Highway 1A and National Highway 48D) in recent times.
Voters recommend planning and building a roundabout or overpass at this location to ensure traffic safety.
Responding to voters' opinions, the Ministry of Transport said that the intersection between National Highway 1 and National Highway 48D (at Km387+850 National Highway 1) is an intersection with high traffic density, located in a densely populated area and has a traffic light and lighting system.
According to statistics, from the beginning of 2023 to August 26, 2024, there were 2 traffic accidents here, killing 2 people, so the intersection area is identified as a black spot for traffic accidents; the main cause is due to the awareness of traffic participants, not keeping distance when traveling on the route.
The Ministry of Transport acknowledges voters' opinions that planning and building roundabouts or overpasses across intersections is a solution to solve traffic conflicts at intersections, avoiding direct intersections to reorganize traffic to be safer and more convenient for vehicles, contributing to ensuring traffic safety at intersections.
However, due to resource difficulties, the Ministry of Transport has not been able to allocate capital to invest in National Highway 48D in the 2021-2025 period.
In the process of developing the medium-term public investment plan for the period 2026-2030, based on the ability to balance resources and the principles of capital allocation according to regulations, the Ministry of Transport will consider reporting to the competent authority to invest in National Highway 48D, in which it will consider studying solutions to implement the construction of a roundabout or overpass at the intersection between National Highway 1 and National Highway 48D.
During the time when funding for the construction of a roundabout or overpass has not been arranged, to enhance traffic safety at the intersection area and minimize the risk of traffic accidents, BOT Cienco 4 - TCT 319 Company Limited (Project Enterprise) has carried out repair items to ensure traffic safety on the route, including the intersection area; up to now, all repair items have been completed.
Through monitoring work, up to now the traffic situation at the intersection area has stabilized, ensuring traffic safety.
