Digital residence, clean of drugs
Van Tuong commune has nearly 300 accommodation establishments with more than 7,000 workers living and working. This is also an area where many experts and workers are concentrated to serve key projects in Dung Quat Economic Zone.
Currently, the Dung Quat Oil Refinery Upgrade and Expansion Project is being implemented, attracting more and more workers to the locality, posing higher requirements in residence management and ensuring security and order.

According to Van Tuong Commune Police, previously, some subjects had taken advantage of accommodation establishments, motels, and karaoke bars to illegally store and use drugs. Meanwhile, some owners of accommodation business establishments are still confused in electronic residence declaration and do not clearly understand the signs to identify suspicious subjects.
From that reality, on January 16, 2026, Van Tuong Commune Police deployed the "Digital Residence - Drug-Free" model in Phuoc Hoa village. The model is implemented based on the application of population data, electronic identification associated with drug prevention and control tasks in the locality.
The model focuses on implementing electronic residence declaration through VNeID, ASM and the Public Service Portal; and at the same time strengthens the connection between accommodation establishments and the police force in information exchange, crime prevention and denunciation.

Through initial preliminary reviews, the targets of the "Digital Residence - Drug-Free" criteria set out have all been achieved and exceeded the set plan. Currently, Phuoc Hoa village has 24 establishments with 136 rooms for rent, 216 people are residing; 100% of people who come to stay are guided to declare electronic residence through VNeID or the Public Service Portal.
Along with that, all establishments participating in the model are equipped with security cameras. The number of cameras increased from 18 devices when initially surveyed to 35 devices, ensuring surveillance at gates, corridors and entrances.
Dung Quat accommodation area safety
As a worker at Hoa Phat Dung Quat Steel Joint Stock Company, currently renting a room in Phuoc Hoa village, Mr. Nguyen Van Day, from Sa Huynh ward, said: "Workers when looking for accommodation all want that area to ensure security and no social evils. The implementation of the model helps us feel more secure in life and work," Mr. Day shared.
Mr. Nguyen Van Dung, the landlord of a rented room in Phuoc Hoa village, said that previously, the management of room renters was mainly based on information provided by customers, so there were many difficulties.
“Through electronic residence declaration and direct connection with the Commune Police, we are more convenient in managing room renters. When detecting any unusual signs, the facility owner can promptly report to the functional forces for inspection and handling,” Mr. Dung said.

Major Le Trung Tinh - Deputy Head of Van Tuong Commune Police said that since the model was implemented, the awareness and responsibility of accommodation establishment owners in drug prevention and control has been clearly raised, many establishment owners have proactively coordinated with the police force, promptly providing information when detecting people with suspicious signs.
Currently, accommodation establishment owners are very vigilant and actively participate in denouncing crimes. This helps the police force firmly grasp the situation in the area, limiting the risk of subjects taking advantage of accommodation establishments to operate related to drugs," Major Le Trung Tinh said.
