On August 6, information from Quang Ninh Provincial Police said that the Provincial Police Investigation Agency has temporarily detained 3 people to investigate the acts of organizing the use and illegal possession of narcotics.
Previously, at about 9:40 pm on July 29, the Drug Crime Investigation Police Department of Quang Ninh Provincial Police coordinated with Viet Hung Ward Police to inspect Tre Xanh karaoke bar, in group 4, zone 1, Viet Hung ward.
In the P2 karaoke room, functional forces discovered 4 people showing signs of suspected illegal drug use.
Rapid test results showed that all 4 cases were positive for ketamine.
Through inspection of the karaoke room, functional forces seized a banknote with white powder attached, suspected to be drugs. Continuing to inspect the car used by a person in the group, the police discovered 2 more tablets suspected of being synthetic drugs hidden in the storage compartment on the car.
According to initial investigation information, on the same evening, after inviting Tong Van Dong to Tre Xanh karaoke bar, Pham Quoc Binh had the intention to organize the illegal use of drugs.

Binh took ketamine and ecstasy hidden in the car and brought them into the karaoke room, calling two more female staff to sing together. Here, Binh gave drugs to Dong and asked them to prepare for the whole group to use.
Based on documents and evidence collected, the Investigation Police Agency of Quang Ninh Provincial Police temporarily detained Pham Quoc Binh, born in 1973, residing in Bai Chay ward, to investigate the acts of organizing the illegal use of drugs and illegal possession of drugs.
Tong Van Dong, born in 1985, residing in Viet Hung ward and Le Thi Quynh, born in 1995, residing in Ha An ward, were temporarily detained for investigation into the act of organizing the illegal use of narcotics.
The case is being further investigated and handled according to regulations by the Investigation Police Agency of Quang Ninh Provincial Police.
