Implementing the HP22 plan of the Director of Hai Phong City Police, in the early morning of June 15, the Criminal Police Department in charge of the HP22 force on duty discovered a number of subjects gathering, driving motorbikes with license plates, lining up, weaving, swerving, running red lights, raising flags on the streets of Bui Vien, Vo Nguyen Giap, Ho Sen, To Hieu, Le Hong Phong...
Notably, some subjects broadcast live videos on the social networking platform TikTok attracting many viewers, comments, and interactions that negatively affected security, order, and social safety, including live broadcasting of traffic accidents at the Vo Nguyen Giap roundabout and Bui Vien roundabout. Upon receiving the information, the City Police Director directed the forces to coordinate with the Criminal Police Department to urgently investigate, clarify, and strictly handle the subjects.
Through investigation, the Criminal Police Department has detained 5 subjects for disturbing public order, as prescribed in Article 318 of the Penal Code. The subjects include: Pham Ba Hieu (born in 1999, currently residing in Dong Khe, Ngo Quyen, Hai Phong); Bui Anh Trung (born in 2004, residing in Truong Tho commune, An Lao, Hai Phong), Vu Thi Ha (born in 2003, residing in Cau Ha B, Quang Trung, An Lao, Hai Phong); Do Duy Hung (born in 2003, residing in Cao Thang, Thuong Ly, Hong Bang, Hai Phong); Tran Anh Vu (born in 2002, residing in Dang Giang, Ngo Quyen, Hai Phong).
Previously, also in the early morning of June 15, the Mobile Police Department coordinated with forces participating in the implementation of the HP22 plan to discover and conduct an administrative inspection of D.N.L (born in 2007, residing in Dong Hoa ward, Kien An, Hai Phong) driving a motorbike without a license plate, in the trunk of the motorbike there was 1 license plate 15AA-215.52 and 4 pepper spray. At the same time, coordinate with Du Hang Kenh Ward Police to inspect and discover 3 motorbikes without vehicle owners: Wave with license plate 15K1-520.84, Airblade with license plate 15B4-058.24, SH Mode with license plate 15G1-885.64. The Mobile Police Department handed over D.N.L, 4 pepper spray to the Criminal Police Department of the City Police; 3 motorbikes to Du Hang Kenh Police for receipt and handling according to regulations.
