100% of communes meet new rural criteria
On May 20, Bac Lieu province held a preliminary review of the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction and the One Commune One Product (OCOP) Program for the period 2021 - 2025.
Up to now, Bac Lieu province has had 100% of communes meeting new rural standards, 21 advanced new rural communes, and 8 model new rural communes. This figure is far exceeding the Central Government's regulations. Specifically, 49/49 communes 100%), exceeding the target assigned by the Central Government (80%); 14 new rural communes are upgraded, exceeding 40%; 9 model new rural communes are over 10%; 2/7 districts are new rural districts. The total central budget allocated to implement the Program for the period 2021-2025 is VND 4,846 billion.

The Steering Committee of the National Target Program on New Rural Development of Bac Lieu province stated: Some important infrastructure criteria only met the prescribed level, some communes met new rural standards in the previous period, over time still need additional investment support, therefore, in the next period, capital is still needed for new investment, upgrading, maintenance and maintenance.
Maintaining and upgrading the criteria of some communes after meeting new rural standards is still limited and unsustainable (such as production, income, poor households, health insurance, environment, ...), many criteria have reached the threshold; some criteria on investment infrastructure in previous stages have degraded, due to lack of funding for maintenance and repair.
There are still difficulties
On the other hand, after 15 years of building new rural areas, the people have enthusiastically participated in donating land, working days, cash, etc., so in the coming period, continuing to mobilize people's strength as before (especially donating land for construction) will face many difficulties.
Phuoc Long is the first new rural district in the Southern region that is currently facing difficulties. Chairman of Phuoc Long District People's Committee Le Van Tan said: Up to now, the district has 5/5 communes recognized as model new rural communes; 2 communes recognized as type 5 urban areas; Phuoc Long town meets the criteria of civilized urban areas.

The district has basically completed the criteria for an advanced new rural district, and 21/21 provincial departments and branches have issued unified appraisal documents.
Phuoc Long District is continuing to complete the criteria according to the National Criteria for the construction of advanced new rural districts and continuing to complete the procedures, supporting documents as required by the Central New Rural Coordination Office and provincial departments and branches to submit to the Central for appraisal and recognition.
The leaders of this district also admitted some difficulties due to: Limited investment capital, although social resources have contributed, they are not commensurate with the requirements of the set goals and plans; some alley roads have been previously invested in but have now deteriorated and have not been maintained and repaired in time.

Some criteria, although basically met, are not high in quality, especially environmental criteria, living environment quality, security and order criteria... need to continue to be improved, regularly and continuously directed to maintain.
Chairman of Dong Hai District People's Committee Tran Tuan Kiet said that, in addition to the achieved results, there are still some difficulties in the implementation process such as: Communes recognized as new rural areas and new rural areas have many criteria improved to meet the prescribed minimum level, some indicators lack sustainability.
To strive to meet new rural standards at a higher level according to the new set of criteria, which requires large resources and requires time for implementation, while the provincial capital to support the district is not much, the district mainly focuses on communes with directives, local counterpart capital is limited, so it has not ensured the implementation of the criteria in practice. Therefore, the target as planned has not been achieved yet.
The poverty rate of the district is still quite high, while the central and provincial budget allocated to the district to implement the Sustainable Poverty Reduction Program in recent years is still low, the district budget is limited, the mobilization of other resources is still difficult and limited;...
Bac Lieu set the goal of building a new countryside period 2026-2030: New rural commune: Continue to maintain the quality of communes meeting new rural standards in the period of 2021 - 2025 to ensure the new criteria of new rural communes in the period of 2026 - 2030. At least 70% of communes meet new rural standards; At least 30% of communes meet the new model rural standards; strive to have 7/7 district units meeting new rural standards; At least 02 new rural districts have improved.
To achieve the goals for the period 2026 - 2030, the expected capital demand is: VND 5,500 billion, of which: State budget capital is VND 1,500 billion, accounting for 27.27%; Incorporated capital is VND 3,000 billion, accounting for 54.54%; Other capital sources (moving contributions, credit): VND 1,000 billion, accounting for 18.19%.
