Thanh Hoa's budget revenue is estimated at nearly 55 trillion VND

On November 25, the People's Committee of Thanh Hoa province held a regular meeting in November 2025 to listen to the report on socio-economic development, QP-AN in 2025, plan for 2026; 19/25 main targets were achieved and exceeded.

According to the report, GRDP in 2025 is estimated to increase by 8.36%, ranking 13th in the country and 3rd in the North Central region. The scale of GRDP at current prices is estimated at VND 349,309 billion, the highest in the North Central region.

State budget revenue is estimated at VND54.952 billion, equal to 121% of the estimate and leading the North Central provinces; of which, domestic revenue is VND35,152 billion (128% of the estimate, equal to 98% of the same period), import revenue is VND19800 billion (1 10% of the estimate).

Trade - services are bustling, total retail sales and service revenue is estimated at VND 226,664 billion (108% of the plan, up 16% over the same period); total tourism revenue is estimated at VND 45.6 trillion (100.2% of the plan, up 34.8%). The Index of Industrial Production (IIP) increased by 15.8%; the added value of processing and manufacturing industry accounted for 28.7% of GRDP.

Mobilized development investment capital is estimated at 148.5 trillion VND (106.1% of the plan; 107.5% of the same period). As of November 15, the province has attracted 119 projects (13 FDI projects) with a total registered capital of VND 18,110 billion and USD 437.5 million, an increase of 29% over the same period.

In addition to the results, the report listed a number of limitations: supply and construction material prices are still unfavorable; contributions from some new industrial projects are unclear; disbursement of public investment and industrial park infrastructure is still slow, stuck in site clearance, project adjustment; some local-level projects have previously been decided but have not yet determined the source and ability to balance capital.

Difficult production and business: dissolved enterprises increased by 139.5%, temporary business suspension increased by 25.9%; late payment of social insurance, health insurance, and unemployment insurance has not improved.

The arrangement of the apparatus according to the 2-level model is being implemented widely and in a short time, so there are places confused; there is a lack of public housing, difficult working conditions; the capacity of commune-level cadres is not uniform; the editing and digitization of handover records in some communes and wards is still slow.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Hoai Anh suggested that all levels and sectors closely follow the target of 2026 - the first year of implementing the Resolution of the 14th National Party Congress and the Resolution of the 20th Provincial Party Congress. At the same time, promote administrative procedure reform associated with digital transformation; create an open investment environment; prioritize transport infrastructure projects and key sectors such as processing, manufacturing, electricity and gas.
