On November 6, the People's Committee of Con Dao district said it is implementing the use of QR code tags for pets in the district, mainly dogs, to limit the situation of free-roaming dogs in the area.
In some places, the situation of dogs running loose, chasing and biting passersby is quite common. In Con Dao alone, in 2023, about 100 cases of dog bites were recorded, requiring rabies vaccination. Therefore, the Economic Department has advised the People's Committee of Con Dao district to conduct statistics and review the total dog population in the area to apply scientific management measures.
Nearly 887 QR code tags have been issued by Con Dao district to families raising dogs in the area. At the same time, stray dogs and dogs that do not comply with regulations will be dealt with in the near future.

Each tag with a QR code will have full information such as: pet owner's name, pet owner's address, pet's rabies vaccination status... Implementing the tag will create a basis for separating domestic dogs and ownerless dogs, to handle the situation of ownerless stray dogs; correct the situation of lack of awareness of letting dogs roam freely against regulations.
From November 10, the district's stray dog handling team will strengthen the handling of stray dogs, stray dogs... In particular, dogs that do not wear QR code tags will be hunted down in any form.
Dogs with QR codes on their tags that roam freely on the streets and in public places without complying with regulations will be fined and their owners will be allowed to redeem them. If they continue to violate the law for the second time, they will not be redeemed and will be handled according to regulations.

In case the violating owner is a party member, civil servant, employee, or worker in an agency, unit, or enterprise in the district, the head of the unit is required to seriously review and evaluate at the end of the year.
According to the People's Committee of Con Dao district, this is also the first time information technology has been applied to control livestock in the area. For a locality developing tourism like Con Dao, this is an effective measure to limit the situation of dogs running loose and affecting tourists.
According to the Economic Department of Con Dao district, dog owners must keep their dogs in a family compound with a gate and fence; ensure that the dogs are leashed or locked when the gate is open to prevent the dogs from escaping.
In case the house does not have a gate or fence, the pet owner must chain, lock up, and manage the pet 24/7. When taking the dog to the toilet or walking it in public places, someone must lead it on a leash and muzzle to avoid causing danger to the community; as well as ensuring environmental hygiene and safety for traffic participants.
